With the quorum being established, I now move to consider the nomination. Is there a second by Senator Penny Cook? Before we begin, may I ask the nominee to stand and raise your right hand to be sworn in. Do you swear that the testimony you are about to give is the truth, the whole truth, and nothing but the truth?

Please swear or affirm? Thank you.

Senator Kiefersenator

Senator Kiefer is with us today to introduce her constituent and today's nominee, Cheryl Schreiner.

Senator Kiefersenator

Thank you, Mr. Chairman. Well, good morning, and it is my pleasure to introduce our guest today, Cheryl Schreiner, who has been nominated to serve on the Pennsylvania Liquor Control Board. I am proud to support Cheryl's nomination and believe her extensive experience in Pennsylvania state government makes her exceptionally well-qualified for this position. Cheryl brings with her more than three decades of experience in Pennsylvania state government and legislative affairs Throughout her career she has served in several important roles both the Pennsylvania House and in the Pennsylvania Senate, as well as the Department of Revenue. Most notably, for our purposes today, Cheryl previously served as the Executive Director of the Senate Law and Justice Committee from 2010 to 2012. In that role, she worked closely with committee members and staff on legislation, policy, and the committee's legislative agenda. Cheryl has served as the Chief of Staff to Senator Judy Ward and Senator Elder Vogel, Legislative Director for Senator John Pippi and Executive Director of the State Finance Committee. Earlier in her career, she served as Governor Tom Ridges, Legislative Liaison at the Department of Revenue, and as a research analyst for the House Consumer Affairs Committee. Her extensive experience working with legislators, committees, state agencies, and stakeholders has given her a unique perspective on the legislative process and the work of state government. I believe that this experience combined with her knowledge of public policy and government operations will serve her well on the Pennsylvania Liquor Control Board. We are very fortunate to have her with us today, and I am pleased to welcome her back to the Law and Justice Committee. Cheryl, thank you for being here today.

Senator Kiefersenator

I'm proud to support your nomination, and we look forward to hearing from you. Thank you, Senator Kiefer. Ms. Schreiner, would you like to say a few words?

Cheryl Schreinerwitness

Thank you. Good morning Thank you Senator Kiefer for your introduction and support Chairman Lachlan Chairman Fontana and members of the Senate Law and Justice Committee thank you for the opportunity to come before you today as a nominee for the Pennsylvania Electric Control Board. I would also like to express my appreciation to Governor Josh Shapiro for nominating me for this position, and to Senator Joe Pittman for his steadfast support, and a thank you to Senator Kim Ward for her support. I'm proud to be only the second woman ever nominated to serve as a member of the Pennsylvania Liquor Control Board. During my 28 years in public service, I served in various roles in the Senate executive branch in the House. I have navigated complex legislative subjects while also assisting constituents to resolve issues with state government agencies. As a former executive director for the Senate Law and Justice Committee, I have a deep appreciation for the multifaceted dynamics of the alcohol industry in Pennsylvania and the challenges faced by licensees, suppliers, consumers, lawmakers, and the board. My experience gives me insight into many of the liquor law modernization efforts that have reshaped Pennsylvania's marketplace. I appreciate the need to balance growth with public safety and responsible alcohol consumption. I believe the breadth of experience I have gained has prepared me to serve on the board. I'm committed to working collaboratively to address any concerns regarding the board that you, your constituents, or the industry may have in the future. If you were to ask fellow staffers or stakeholders I have worked with what is one of my best qualities, I believe they would say it my tenacity in resolving an issue In order to do that I have always made it a point to collaborate by hearing all sides and keeping an open mind so people know that they can come to me with their problems thoughts or questions. And as a board member, my door will always be open. In closing, after serving as a Senate staff member for more than two decades, today's committee hearing feels like a homecoming, And I'm really grateful for this opportunity to continue my service to the people of Pennsylvania. Thank you for the consideration of my nomination, and I would really appreciate your support, and I'll be happy to answer any questions.

Senator Kiefersenator

Thank you, Cheryl. It's quite an impressive resume, I might add. I've known you for close to 10 years now, so I was very comfortable with this nomination. I did not realize, though, that you worked for Governor Ridge. a good friend of mine, so I appreciate that. Are there any questions from other members of the committee? Go ahead, Senator.

Morning, Cheryl. Good to see you back here.

Cheryl Schreinerwitness

Thank you.

It's been a long time. Certainly, I'm looking forward to our one-on-one. I think it's scheduled this coming week, but certainly we'll recommend to move this process forward to that. Appreciate it.

Cheryl Schreinerwitness

Good seeing you.

Good seeing you, too.

Cheryl Schreinerwitness

Thanks.

Senator Kiefersenator

Thank you, Senator. Are there any negative votes for this confirmation? Seeing none, the ayes have it, and Cheryl Schreiner's nomination to the Pennsylvania Electric Control Board has received a favorable recommendation. The nomination will be re-referred to the Committee on Rules and Executive Nominations. That concludes today's agenda, and this meeting of the Senate Law and Justice Committee is in recess to the call of the chair. Thank you very much.
