June 24, 2026 To the Governor, Members of the General Assembly, and the Citizens of the Commonwealth of Pennsylvania: We are honored to present the Inaugural Annual Report of the Pennsylvania-Ireland Trade Commission, detailing our strategic initiatives and economic milestones from March 2025 through January 2026. Established following the passage of Act 116 of 2024 and signed on March 25, 2026, this Commission was forged to strengthen the historic, cultural, and economic bonds that have long united the Commonwealth of Pennsylvania and Ireland. This inaugural year has been defined by foundational growth and rapid action. In March 2025, the Commission convened its first historic meeting, bringing together leaders from government, industry, and academia. A primary highlight of this reporting cycle was our Autumn 2025 Trade Mission to Dublin. There, we engaged directly with Irish government officials, trade ministers, and business leaders to position Pennsylvania as the premier American gateway for Irish foreign direct investment. With over 400 Irish business locations already supporting roughly 19,000 jobs across our Commonwealth, the economic footprint is substantial. However, our work over the past year proves that we have only scratched the surface. As we look ahead to 2026 and beyond, the Commission remains dedicated to expanding bilateral trade in critical sectors like life sciences and technology, while simultaneously fostering rich academic and cultural exchanges. Mr. President, I am pleased this morning to recognize David Arnold on the floor today. He is retiring from the Senate after 40 years of service. David is an accomplished financial and administrative executive with more than 40 years of experience in directing accounting, budgeting, auditing, contract administration, and financial operations with the Pennsylvania State Senate. He and his wife, Vickie, will celebrate their 37th wedding anniversary this August, and they have been blessed with four amazing children, Brittany, Courtney, Andrew, and Stephanie, along with 6 beautiful grandchildren. I think I see one of them sitting here, right? He is joined on the floor today by Vickie and three of his four children. David graduated from Grove City College with a bachelor of arts degree in computer systems and accounting in 1986. In the same year, he began working for the Senate of Pennsylvania as an accountant for the Chief Clerk's Office. In 1990, he changed his role within the Chief Clerk's Office from accountant to comptroller and director of the accounting and budget division. Over his tenure, he worked under four Senate Chief Clerks: Gary Crowell, Russ Faber, Donetta D'Innocenzo, and Jessica Rodic. On top of that, he worked under six President pro tempore, and eight governors. He wore many hats in his role, and some of those were directing and preparing preliminary Senate budgets--oh, that is a big job. Why are you leaving right now?--supervising preauditing of vouchers submitted for payment and reimbursement from any Senate appropriation accounts for accounts payable operations in Members' offices, ensuring prompt preaudits of expense vouchers, prepared analytical reports and fiscal projections for all Senate accounts, serving as the automotive officer for the Senate. He acted as a primary liaison to the Legislative Data Processing for all legislative financial system changes and upgrades, and today we celebrate David, not only your retirement, but also a career defined by dedication, integrity, and achievement. As you conclude an exceptional career with the Pennsylvania State Senate, we extend our deepest appreciation for all of your years of dedicated service, leadership, and unwavering commitment to excellence. And I know this is a bittersweet time for sure. And, yes, we will need to adjust to not having David here steering the ship. But what is even more important is how blessed he is to have a wonderful wife and family to start this new chapter of his life. We wish you every happiness and success in your retirement and thank you for the legacy that you are leaving behind. As you begin this exciting new journey, may you look back with pride on all you have accomplished and look forward with enthusiasm of all that awaits you. There is no doubt David will enjoy this time with his family, and I am sure you are in the planning stages of maybe doing some traveling. Huge congratulations on a job well done for so many years. Mr. President, I rise today to join in honoring the retirement of my dear friend, Dave Arnold, one of the few people in this building who has actually been here longer than I have. Dave has dedicated 40 years of service to the Pennsylvania Senate, and I can tell you, without hesitation, that this institution is better because of him. His responsibilities may have centered around the behind-the-scene operations that keep this place running, but to those of us who had the privilege of working with him, Dave has always been much more than that. He has been a steady hand, a problem solver and, above all else, a genuinely kind and decent person. For all 32 years I have served in this Chamber, Dave has been there for me and for my office whenever I needed him, and I want to speak to something that has meant a great deal to me personally. As many of my colleagues know, serving in this building in a wheelchair comes with challenges that most Members thankfully never have to think about. There are barriers that can make even the simplest part of the day more difficult. Through all of that, Dave has always been there. He has never treated accessibility as an inconvenience or someone else's problem. He has always treated it the way it should be: with urgency, with respect, and with compassion. Whether it was helping address an issue in the Capitol, making sure something was taken care of so that I could do my job, or simply being one of the people who understood that support matters, Dave was always willing to help. And he did it quietly, he did it without fanfare, he did it because that is just who he is. That kindness says a lot about Dave Arnold. In a building where everyone is busy and everyone has 100 things pulling at them, Dave has always taken the time to care about people. He has always been someone you could count on, who knows the rules and the process inside and out but without ever forgetting the human side of the job. Dave's career speaks for itself: 40 years of service, decades of institutional knowledge, a trusted and respected presence in the Chief Clerk's Office. What I will remember most is not just what Dave did for the Senate, it is how he treated people while doing it. He made this place work better, and he made it kinder. So, Dave, thank you for your friendship, thank you for your professionalism, for your compassion, and for the many ways you have helped me and so many others over the years. Your impact on this institution is lasting, and your kindness will never be forgotten. I wish you and your family nothing but happiness, good health, and a well-earned retirement. You will be missed not just by me, but by the entire Senate family. Thank you, Mr. President.

So, on behalf of our colleagues, our Members, and our senior staff people who interacted with Dave and the Chief Clerk's Office all these years, we want to say thank you for that, because that helped guide us as we went forward in addressing what needed to be done, whether it be for our Members, whether it be for district office expenses, all those type of things that you played a major role in guiding us on, we want to say thank you and your service to the Commonwealth and the Senate Chamber, most importantly. And I also want to join in wishing you all the best in the next chapter of your experience and your life going forward. As you look back on the work that you have done, you made a difference in this Chamber for all those years, and we want to say thank you for that and wish you all the best in your retirement. Pennsylvania is a national and global leader in the life sciences industry with world-class universities, cuttingedge research institutions, skilled workers, and a growing base of biotechnology, pharmaceutical, and medical device companies. But, in this industry, States are competing aggressively for investment, jobs, and the next generation of medical breakthroughs. If Pennsylvania wants to win that competition, our regulatory structure must remain on the cutting edge. Senate Bill No. 1206 does just that. Under current law, a pharmaceutical or medical device manufacturer must first complete the lengthy Federal FDA process before it can even begin the licensure process in Pennsylvania. That process creates unnecessary delays after a company has already invested years of research, clinical work, and capital into bringing a new treatment or technology closer to market. Senate Bill No. 1206 allows companies to gain temporary approval under Pennsylvania's virtual manufacturers' law so that once Federal approval is granted, these companies can quickly move forward without having to clear yet another additional administrative roadblock. This bill does not weaken existing safety standards, it does not bypass FDA approval process, it does not allow unapproved products to enter the market, and keeps the FDA as the gatekeeper for safety and effectiveness. But what this bill does do is it helps to get new treatments and devices to market quicker. That means patients waiting for these new lifesaving therapies will get them faster. It matters for startup companies trying to survive the long and expensive path from research to commercialization, and it matters for whether these companies choose to invest in Pennsylvania and how we keep that innovation right here. We have already taken important steps to strengthen Pennsylvania's life science economy, including the creation of the virtual manufacturers' license. Senate Bill No. 1206 is the next logical step. I want to thank my co-prime sponsors, Senator Phillips-Hill and Senator Boscola, for their work on this bill and the support of the biotech industry. Mr. President, I rise in support of Senate Bill No. 1206, which I proudly co-sponsor with Senator Pennycuick and Senator Phillips-Hill. This is a straightforward, commonsense bill that removes a bureaucratic obstacle standing between Pennsylvania and the life sciences jobs and investments that we want to attract. Under current law, a pharmaceutical manufacturer must complete the full Federal FDA approval process before they can even apply for a Pennsylvania State license. That means that Pennsylvania is stuck waiting, and while we wait, companies make decisions. By the time the Federal approval comes through, a competitor State that moves sooner gets the facility, gets the investment, and gets the good jobs. Senate Bill No. 1206 fixes that by allowing manufacturers to pursue State licensure currently with the FDA process. This bill does not touch Federal safety standards, nor does it impact FDA oversight. It simply ensures that when Federal approval is granted, Pennsylvania is ready to go, not months behind. Pennsylvania has world-class research institutions and a growing life science sector. We should be doing everything in our power to keep that investment here and attract more of it. Several of our competitor States already permit this kind of parallel licensure. We are catching up to where we should have been years ago. I ask for an affirmative vote, Mr. President. This bill simply clarifies and affirms the ability of the turnpike to share information collected through its automated plate reading technology with those who are investigating a missing or endangered persons case, such as an Amber Alert. When someone goes missing, as they do, thousands and thousands of them every single year--as a matter of fact, the latest statistics says about 3,600 a year in Philadelphia alone, about 10 a day of missing persons--when they go missing, we need to ensure that law enforcement has all of the tools necessary to find them, especially our beloved missing children, through Amber Alerts. So, Senate Bill No. 1273 simply clarifies and affirms that ability, and I ask my colleagues for an affirmative vote. Thank you, Mr. President. The PRESIDING OFFICER. Mr. President, I rise today because it has been 7,291 days since Pennsylvania last raised the minimum wage. The last time Pennsylvania passed minimum-wage legislation was in 2006. I know that year very well because it was my bill. At the time, I genuinely believed we would continue making progress. I never imagined I would still be here 20 years later asking this Chamber to do the same thing all over again. Think about how long [ago] 2006 really was. The iPhone did not exist yet, and many of the workers earning minimum wage today were still children. Some were not born yet, and, Mr. President, there are even a few Members of this General Assembly who were maybe about 10 years old when Pennsylvania last raised its minimum wage. That is how long we have allowed this issue to sit. For nearly two decades, the wage floor in Pennsylvania has remained frozen at $7.25 an hour while the cost of living has continued to climb. Everything has changed since then except the minimum wage. The House has already acted. House Bill No. 2189 passed with bipartisan support months ago. The people of Pennsylvania deserve transparency and accountability on the issues that affect hundreds of thousands of workers and families across this Commonwealth. They cannot afford silence and another year of delay. After 20 years, after 7,291 days, I am not asking for a miracle, I am asking for a vote. Pennsylvania workers deserve to know where their elected officials stand. Let us bring the bill to the floor, let us cast our votes, and let us finally raise the wage. Thank you, Mr. President. Mr. President, over the past 10 years, I have had the pleasure, the opportunity, the blessing, to have represented people in 11 counties in this Commonwealth. As I have gone around, over the years, I have been astounded at the lack of knowledge of our Founders and the founding principles in this nation. And we stand at the precipice of the 250th anniversary of the founding and our Declaration of Independence and becoming States here in the United States of America. As I listen to young people, and even some my age and a little younger, I am actually- -as I have gone through the records of the Founders--and I am grateful to Max Farrand who, in 1907, published The Records of the Federal Convention of 1787, going from day one of the convention right through to the end. I am grateful to historian William Federer, who now has an 800-page [864-page] collection, a compilation of the Founders' writings about "America's God and Country" ["America's God and Country Encyclopedia of Quotations"], from which I will be making some quotations today. And David Barton, who has the largest collection of our Founders' documents in a safe, in a vault, down in Texas, where I have literally held letters written by Benjamin Franklin and Thomas Jefferson. And I reflect on the lies that I have been told over the years, and the people of this country have been told over the years, repeatedly. And as we stand, as I said, on the precipice of this, I want to start with the relationship between George Whitefield, an evangelist, that basically kicked off the Great Awakening, and the Pennsylvania legislature's first Speaker of the House, Benjamin Franklin. George Whitefield declared: [Reading:] Would you have peace with God? Away, then, to God through Jesus Christ, who has purchased peace; the Lord Jesus has shed his heart's blood for this. He died for this; he rose again for this; he ascended into the highest heaven, and is now interceding at the right hand of God. Sarah Edwards, the wife of Jonathan Edwards, wrote to her brother in New Haven concerning the effects of George Whitefield's ministry: "…it is [truly] wonderful to see what a spell he [this preacher often] casts over the [an] audience by proclaiming the simplest truths of the Bible. …our mechanics shut up their shops, and the day-labourers throw down their tools, to go and hear him preach, and few return unaffected." Benjamin Franklin wrote in his autobiography of the effect George Whitefield's preaching was having on the Colonies: [Reading:] It was wonderful to see the Change soon made in the Manners of our Inhabitants; from being thoughtless and [or] indifferent about Religion, it seem'd as if all the World were growing Religious; so that one could not walk thro' a [the] Town in an Evening without Hearing Psalms sung in different Families of every Street. In 1764, George Whitefield received a letter from Benjamin Franklin in which Franklin ended with the salutation: "Your frequently repeated Wishes and Prayers for my Eternal as well as temporal Happiness are very obliging. I can only thank you for them, and offer you mine in return." In 1769, George Whitefield wrote Benjamin Franklin on the night before his last trip to America. In this last surviving letter, Whitefield shared his desire that both he and Franklin would, and I quote: "be in [that] happy number among [of] those who is [in] the midst of the tremendous final blaze shall cry Amen." The last letter George Whitefield received from Benjamin Franklin revealed Franklin's heart, and, remember, this is the Ben Franklin that they said was the least religious of all of our Founders: [Reading:] Life, like a dramatic piece, should…finish handsomely. Being now in the last act, I begin [began] to cast about for something fit to end with. …I sometimes wish, that you and I were jointly employ'd by the Crown to settle a colony on the Ohio…to settle in that fine country by a strong body of religious and industrious people! Might it not greatly facilitate the introduction of pure religion among the heathen, if we could, by such a colony, show them a better sample of Christians than they commonly see in our Indian traders? Mr. President, we have been told over and over again that Benjamin Franklin was a deist. They take something from his autobiography that talks about when he was a teenager, he admitted to being a deist, but in that same autobiography, he exclaims how he saw the errors not only in himself, but others who were in that line of belief and how he walked away from it shortly after becoming part of it. It is my intention, in the coming weeks, to actually bring out the words of our Founders during these opportunities and start explaining to people what the true founding, and in the words of the Founders, not somebody who has written a book 50, well, 100, 200 years later, claiming to be an expert when, among all of history, no nation has the wealth of documents that we have in this country of the writings of the people that occurred at the founding of this great nation. We are unique, we are special, and it is about time people in this country woke up to that fact and woke up to why we are thus. Thank you, Mr. President. The PRESIDING OFFICER.
