So just briefly, you don't have to go into the whole thing, but just for the record, briefly tell us your intentions behind the amendment and generally what it does Representative Morrow Thank you Madam Chair The strike blow reflects changes developed through extensive stakeholder discussions particularly to address concerns
around private property rights. It removes the temporary access easement requirement, defines successfully established, and shifts implementation into a field-by-field approach. It also replaces the 50% water use cap with a more flexible case-by-case framework, ensuring compliance through financial assurances or limitations on water use for the new uses set through water court or existing local governments. Together, these updates improve clarity, protect property rights, and provide flexibility while maintaining accountability.

represent tomorrow yes thank you madam chair and committee members I do believe with the amendments provided today we got to a good place that got all stakeholders in a good position on this bill and in my area this is critically
needed so i ask for an aye vote ml winter thank you madam chair um thank you committee i want to thank the bill drafter because this has been a journey it's been an 18 month journey and i want to thank the experts behind me mr knapp and mr goble because they're really trying to fix an area and as you can see from the pictures of of the country that i come from we desperately need some help as the water is bought off of the land we have to make sure that we can keep that soil intact for a lot of reasons i appreciate you all hearing this bill um i really think it's going to be flagship in a way for things to come in the state. It's been something to tackle, but we've learned a lot doing it,
so we'd appreciate an aye vote. Thank you both. Any comments from committee?
Representative Smith. I think it might have come up as a little bit of a surprise that the other water districts want to be included in this sort of revegetation. So, you know, I think you have set the precedent and worked out all the kinks hopefully and maybe we can think about widening the scope next year thank you any other comments I just want to thank but did you want to say something aml winter oh you had your hand up I want to thank both of you especially AML Winter I know this has been over two years of us hearing about this issue trying to address how to do it in the best way without causing undue harm in some way
so I really appreciate that you hung in there all of this time to get to this point and as
representative Smith said I think it's interesting that this may serve as a blueprint somewhat to expand this ability throughout the state as we move into hotter and drier years ahead so with that would you like to move your bill as amended to the committee the whole AML winter
