Thank you, Mr. Chair. Representative Joseph, in the write-up, there is an indication of civil penalties. I'm not sure if that remains in the amendment, but I am very concerned about civil penalties against our institutions of higher education or K-12, So I wonder if you could answer that question.
Yeah thank you Rep Taggart As far as penalty in the bill the idea is that we want the bill to be enforceable but I be happy to have more conversation with you about this particular issue around enforcement on second reading

Thank you, Mr. Chair. L-003 removes the fiscal note out of the bill based on conversation with higher ed institution. The way the bill is written would have required them to use I-10 only. But however, with this amendment, they can use background check or I-10, so therefore they can keep their current vendor. Had we passed the bill as written, they would have to switch vendors. And I ask for a yes vote.

I know we were talking about this yesterday about the out years and if the fiscal memo matches what L003 does, because it goes out to fiscal year 2627, but on the first fiscal note, it talks about out year 2728. So I just wanted to verify that those budget years were all correct in the fiscal memo in regards to L003.
Yeah, thank you, Representative McCormick. It is my, I believe that this is a typo in the actual fiscal memo, but maybe there's someone on staff who could check that for us real fast. Because in the memo, the budget year is indicated as 25-26, and clearly that's not the budget year that we're talking about. We're talking about 26-27. Does this make sense?

Well, thank you, Mr. Chair. It was you that actually brought this up yesterday, so I wanted to just clarify. 26-27 was already zeroed out in the current fiscal year, but 27-28 was not.

That's the question? Yeah, it's correct. I assume that's correct, but when that starts, who knows?
I think what's confusing is that the fiscal note indicates that the quote-unquote budget year starts in 26-27, and the out year is 27-28. And in the memo, the budget year is indicated as 25-26, and the out year is 26-27. So it's like, are the dates wrong, or is it just that we're just, yeah, that's it.
So we just figured that out. Okay. So if we've got, so I'll just ask for a lifeline from our staff. Okay. They're on it. Great. All right. To be continued.
