Good afternoon, everyone. Welcome to the August 13th, 2026 Assembly Appropriations Suspense Hearing on Senate Bills. Before we start with the 293 bills on the suspense file, I would like to thank the committee staff and the Republican staff for their hard work and support. It is much appreciated. And I could not ask for a more dedicated group of professionals. And on that note, I also want to shout out a special thank you as we open up today's hearing to recognize one of our principal consultants, Jennifer Swenson. Jennifer has been with us for a very long time. She's going to be retiring after working in the Assembly for 30 years here in the legislature, 12 of those years in this committee. So 12 years in this committee is like a lifetime. That's like, you know, 100 years in a regular job. She came to this committee as an expert on local government and as appropriations consultant. We've expanded her portfolio to cover housing, and I've worked very closely with her on that, human services, veterans affairs, and other issues. She has served under three previous chairs of this committee. I am honored to be the fourth and final. I won't ask you who your favorite chair was. We can talk about that later. But we just huge gratitude for your service. The state of California is better because of you. And we just always welcome you back with open arms and just appreciate your service, Jennifer. So thank you so much. So I also want to thank, of course, the speaker's office, the assembly sergeant's office, the information technology personnel and many others who helped ensure that our democratic process continues, which I think is very critical. I also want to thank my colleagues for their work on the committee. You know, we all know our constituents entrust us to be stewards of their resources. That's a lot of what this committee does. We've kept that top of mind in these 293 bills that were referred to the suspense file for consideration. You will see some bills move forward and some bills don't. A lot of the rationale around why we have to sometimes unfortunately hold bills in this committee is because often there's like they're duplicative of current law. Or we have to look at sort of the does the cost of implementing something, is it justified because that takes away money from other things that we think there's a greater need for. And so it's always balancing out these various different priorities. And in the end of the day, we have to make difficult budget decisions. Obviously, the governor will ultimately decide the fate of these bills. Should they make them through this committee and through our floor and back to the other house, I think, with a similar frame of mind? But it is about making tough decisions around where we're going to be investing our money as a state. With that, I also want to announce that the hearing is organized in alphabetical order by author, with two bills authored by the Senate Policy Committees listed at the end of the agenda.
