Thank you. Thank you. The Senate Committee on Appropriations will now come to order. Good morning, everyone. Today we're holding our hearing here in room 2200 of the O Street building. We are also live streaming the hearing today so members of the public, members, staff, have the option to be here in person or to follow along from a distance. I would like to start things off by thanking my fellow members, their staff, and especially my staff on the Appropriations Committee for all their hard work and assistance on these important measures. I would also like to thank our Vice Chair, Senator Sayarto, and his fiscal consultants for being good partners in this process. As a reminder to everyone, today's hearing consists only of items that are on the suspense file. All of these measures have already had a hearing by this committee with an opportunity for public testimony. As noted in the daily file, the suspense file hearing is a vote-only hearing with no testimony. Before I get started, I promise to keep my opening comments shorter than the suspense file, and I do want to note that none of this happens without a lot of caffeine and collaboration. With that, as chair, I understand the weight and importance of this responsibility as we steward public monies on behalf of Californians. As we consider measures with meaningful impact across our state, difficult decisions had to be made regarding bills on the suspense file to mitigate cost. These decisions have only been made after careful analysis and thoughtful consideration of both our current fiscal realities and long-term obligations to the people of California. Before we commence, I'd also like to make a few brief announcements about how we will proceed so that the public, members of the legislature, and staff can follow along. We will be moving quickly through the agenda, alphabetically in author order. Please pay close attention as we only will be addressing measures that will be up for a vote this morning. If you do not hear me take up a particular measure, that bill is held under submission. Thank you, Madam Chair and members, for the opportunity to speak on this bill. While I'll be voting for the bill today, I would like to note officially that I do have concerns about this bill's impact to Californians, California, and recent legislation that was passed last year, SB 652. SB 652, passed last year, required private security to have training administered and certified by a single course provider with the goal of streamlining training and eliminating confusion. SB 1203 before us today appears to impose considerable different training requirements and double training hours, creating unnecessary financial burdens on security guards. I do look forward to working with the author and the sponsors, and I do reserve the right to vote against this bill as it moves forward. Thank you.
