Mr. Chair?

Here. Members, we have one item on the agenda today. It's a consideration of two-year cash requests from the University of Colorado Boulder. On my list, I have Todd Hagerty, Mike Turman, and Assistant Vice Chancellor Hagerty, Assistant Vice Chancellor Turman, and Assistant Vice President of Budget and Planning Donaldson. All three of you want to come on up? Who would like to start us off?

Mike Terminwitness

I will. Thank you, Mr. Chair and members of the Capital Development Committee. It's a pleasure to be here this morning. I'm Mike Termin, Assistant Vice Chancellor of Design and Construction at CU Boulder. We here to request million of cash funding approval for the renovation of Farrand Hall The project will renovate the seven story residence hall built in 1948 to modernize the building and renew aging systems The project will renew or will address $53.5 million in deferred maintenance. That's 43% of the project cost. And will significantly improve the current facilities condition index that's currently at 35%. In the nearly 80 years that the campus has had the pleasure of having Ferrand Hall on campus, it has served our students, the state, and our students really, really well. This is the first major renovation that we'll do to the building in 80 years. Additionally, the project will add cooling, make ADA improvements to the building, make all public spaces in the building accessible, and make 14 percent of the residence rooms also accessible for our students. It will expand a grab and go market that can then service the entire student body and will add two classrooms and additional focus, study and community space throughout the building. Lastly we will, we're going to drive sustainability and efficient design practices with this renewal and these solutions will help reduce the energy use intensity of the building from over 100 to somewhere between 55 and 62 kVTU per square foot. We pursue and obtain LEED Gold and then we also going to push through material selection and system reuse and building reuse We hit 94 of an embodied carbon reduction compared to a typical building if we were to rebuild it. That's what I have for you today. Thank you for the time, and we're happy to take any questions you might have.

Thank you so much. As Assistant Vice Chancellor Turman, does the committee have any questions for these witnesses? Madam Vice Chair. Thank you, Mr. Chair, and thank you, Assistant Vice Chancellor Terman. Can you share a little bit more about the energy efficiency elements that are planned for the renovation?

Mike Terminwitness

Assistant Vice Chancellor Terman. Thank you, Madam Vice Chair. Yes, we will, in this renewal, we'll keep the exterior envelope as it is, but we'll add insulation to it. We're going to replace the windows with double-pane windows and then really drive constant volume systems down to variable air volume systems that will reduce the energy usage across the board for us. Those are probably the major three elements that we'll do to drive the energy efficiency of the building.

Great. Thanks. The record also reflects that Senator Pelton has graced us with his presence. Any further questions from the committee? I have one question So this renovated hall is going to house around 380 385 students Is that around the same that they are already housing or is there an increase to that Assistant Vice Chancellor Terman

Mike Terminwitness

It's relatively the same as it is today. It will be based on the addition of the accessibility in the rooms. That requires a little more space, but then we're able to drive in some more or to keep the occupancy relatively the same by some more efficiencies that we can get throughout the building.

Thank you. Seeing no further questions, Madam Vice Chair. I move to approve the new project listed on the University of Colorado Boulder two-year projection of cash need. That is a proper motion. Mr. Almazade, please call the roll.
