Yes, thank you. This amendment revises the membership requirements for the Sewage Treatment System Technical Advisory Committee by doing both of the following. Removes the requirement that a person appointed to the committee as a health commissioner must be a member of and recommended by the Association of Ohio Health Commissioners, and removes the requirement that an environmental health specialist appointed to the committee must be a member of the Ohio Environmental Health Association. Removes the current law's process regarding sewage treatment system appeals by removing the changes made by Substitute House Bill 692 that eliminates the local sewage treatment appeals board and required any appeal of a Board of Health decision to instead be heard by the governor, appointed members of the sewage treatment system technical advisory committee, and establishes a new process and timeline for those appeals, clarifies substitute House Bill 692's terminology by removing the term soil analysis and replaces it with soil evaluation throughout the bill.

The amendment is in order. Would you please explain the amendment?
Yes, thank you, Chair. This was intended to be a conforming change to a provision vetoed in the 135th General Assembly regarding the sunsetting of doula services. However, there is some ambiguity with the interpretation of leaving the provision in and whether it is consistent with the General Assembly's intent. So it should be addressed outside of this bill so that it can be debated since it would not be conforming but rather a substantive policy change which falls outside of this technical corrections bill.

I will allow for a comment, yes.
I would just like to comment that the sunset provision was vetoed by the governor and this piece was left in so that it continues the sunset Granted some decisions were made in the operating budget because that sunset provision was in there. So I think we need to have its day in court and doulas need to have better technical assistance so we can prove the concept on doulas. And I urge Medicaid and the Board of Nursing to take action to help our doulas so that we can prove the business concept and have an informed decision. Thank you.
