Members, in 2009, Rachel Crandall Crocker, a psychotherapist and the executive director of the nonprofit advocacy group Transgender Michigan, wanted a reason to come together and feel joy with other members of the trans community. From a simple Facebook post 18 years ago, Trans Day of Visibility was born and is celebrated internationally on March 31st. This year in Colorado on Trans Day of Visibility, we are recognizing and remembering the life of Jax Gritone. We are joined by the loving friends and family members of Jax, including her mom, Cheryl Lynn. Jax was truly the best of us. She endured tremendous pain, isolation, and violence as a transgender woman. Safety was never afforded to her in life. Yet despite this, every day of her 34 years with us, Jax lived boldly. She dressed in every pattern and color. She woke up every day and put on a glowing face of makeup, but even if she couldn't, her beauty would shine. Jax would use every last dollar she had to make wellness kits for our unhoused neighbors or to make snack bags for her friends. She would offer affirmations, healing, and a safe space to her clients. Jax spoke boldly for the trans community, for trans veterans, and for anyone experiencing struggle. On Transgender Day of Visibility, we honor Jax for how she lived, how she loved, and all she did for the state and the world. Have a Jax day today. Do something kind.

Thank you, sir. Members, today we rise, as my good colleague said, to honor and pay tribute to Jack Scraton and her family, including her mother, Sherilyn, who is with us in the chamber today. It is fitting that we should bring this tribute today, as it is Transgender Day of Visibility, a day of joy, of recognition, and of truth. This day is also a call to action. Here in Colorado, we recognize that visibility without safety is not enough. Transgender people continue to face discrimination, violence, and barriers to health care, housing, and education. They also face a growing threat from an authoritarian federal government that seeks to devalue their lives, criminalize, and target them. But these harms don't stop at the federal level. We are seeing them right here in Colorado, where voters will be asked this November to prevent transgender girls from participating in school supports, and another to prevent trans children from receiving gender-affirming health care. As we face a growing hate that has crawled out from the shadows to make its way onto our ballots, we must stand with our trans siblings in the fight for their lives. This tribute to Jax affirms our responsibility as a state not just to see the transgender community, but to stand with them, protect their rights, and ensure they can live openly and safely. Today we honor Jax's memory. She was a vibrant artist, a hairstylist, businesswoman, and a transgender activist whose life reflected the beauty and strength of the transgender community. Nearly one year ago, Jax went missing from her Denver home for 52 days, only to be found dead and discarded in Lakewood. Jax's story reflects both the vibrant contributions of the trans community and the precarity of trans life. Jax demonstrated deep care for her family, friends, clients, and for complete strangers. She was a bold advocate for a just world. And her tragic death reminds us of the urgency of the work before us. Honoring Jax means more than remembrance, it means action. I again thank her mother, Sherilyn, for being with us today. In tribute to Jax and to honor this transgender day of visibility, let us commit to building a Colorado where every person, no matter of their gender identity, can live with dignity, thrive without fear, and be visible on their own terms. Senator Ball. Thank you, Madam Chair. Colleagues, House Bill 1058 is about extending what's called Coogan's Law to the age of the Internet. Coogan's Law in California is responsible for protecting such child stars as Shirley Temple, Macaulay Culkin, Drew Barrymore, Lindsay Lohan, the Olsen twins, Kenan Thompson, and many, many more. What it does is, for child actors, it requires their parents to create a trust. So what this bill does is it extends that to the world of child influencers. There's lots of kids online who, you know, they and their families are making money from producing content, including content in Colorado. And so this requires a similar trust to what exists in Coogan's Law to the digital age. And I encourage an aye vote.

Thank you, Madam Chair. I'm honored to join my co-sponsor on this legislation. As he mentioned, we've changed from the world of Coogan's Law and Hollywood Studio Lots. Today, child influencers are working in states across the U.S., operating from their homes, schools, and neighborhoods. With just a few successful videos, they are able to be foisted into the public light and mass advertising of social media. This means our protections must, too, enter the 21st century to ensure they work for today's child influencers. I'm particularly grateful to my co-prime's work to ensure adults can control content made when they are children. This is critical to the protection of youth living in the digital age. Thank you to my co-prime for his important work and for allowing me to join. I ask for an aye vote.
