The Chair recognizes the gentlewoman from Mercer, Senator Brooks. Senator BROOKS. Mr. President, I rise in support of Senate Bill No. 1352, which would allow qualifying substance use disorder treatment providers, licensed by Pennsylvania's Department of Drug and Alcohol Programs, to obtain a 2-year license for providers in good standing. Unfortunately, almost all of us know someone whose life has been impacted by addiction. Mr. President, our priority should be focused on getting people the help they need when they need it, not bureaucracy. In a prior Session, I sponsored legislation that was signed into law to address the increasing need for staffing flexibility for licensed addiction treatment programs. It has already produced real results in improving access to care. In keeping with the aim of lowering regulatory burdens to providers, I offer this legislation allowing qualifying drug and alcohol treatment providers to receive a 2-year license if they are in good standing, have not been in provisional status for at least 2 years, and hold a current multi- JUNE 22, year accreditation from a national accrediting organization. Qualifying providers still receive at least one department inspection during the licensing period, and the department still retains authority to conduct inspections in response to complaints or other reports. If the provider loses that accreditation status, the provider reverts to the standard 1-year licensure process. Mr. President, I would like to repeat that: if the provider loses that accreditation status, the provider reverts to the standard 1year licensure process. This does not eliminate oversight; it streamlines compliance for stable, well-run providers. By allowing multi-year licenses for providers that have demonstrated compliance and meet national accreditation standards, we can reduce duplication, lessen disruption, and help keep treatment resources focused on patient care, exactly where it should be. I would like to thank the Rehabilitation and Community Providers Association and Drug and Alcohol Service Providers Organization of Pennsylvania for their support on this bill, and I respectfully ask for an affirmative vote. Mr. President, I rise in support of Senate Bill No. 1352, and I commend the maker of the bill for bringing this proposal forward. Back in 2023, Senator Brooks and I partnered on legislation that was signed into law as Act 66, which made the first dent in the complex regulatory landscape facing the recovery workforce and treatment providers. While that legislation dealt with loosening staff ratios and burdensome credentialing requirements, Senate Bill No. 1352 tackles the current annual audit, which treatment providers constantly cite as an expensive distraction from their mission of helping Pennsylvanians struggle with addiction. As such, pushing this audit to cover a 2-year license instead of just 1 year is another meaningful step in tightening load on treatment providers so they can do their best work. Let us face it folks, our treatment providers and our recovery workforce have been struggling as it is. As someone in recovery for 23 years, whose life was saved by enrolling in an alcohol treatment program, it pains me to say it, but another storm is on the horizon. With the Federal H.R. 1 going into effect in 2027, and significant numbers of people losing their Medicaid that covers the enrollment in addiction treatment programs, we are talking about more people unable to seek treatment and providers losing the clients that keep them above the water on already tight budgets. Sadly, the effects of [Federal] H.R. 1 are out of this General Assembly's control, but we can do this to mitigate the damage. Senate Bill No. 1352 represents a commonsense effort to ease the burden on our recovery assistance system, and I urge an affirmative vote. Thank you, Mr. President.
The Chair recognizes the gentleman from Philadelphia, Senator Street. Senator STREET. Mr. President, I rise in support of Senate Bill No. 1352. My first time I was at a group meeting, I came there as a family member because one of my cousins, who was suffering from addiction, had to bring a family member to explain to the rest of the family the challenges of addiction. Since then, that has been a journey where, as families who support people who are in addiction or in recovery, I have become very involved with the community, having served as chairman of the board of One Day at a Time, one of the larger drug and alcohol treatment programs, for over a decade before getting to the Senate--recognize just how vitally important these programs are. All the providers I talked to say that they believe this would be helpful. I have talked to my colleague, Senator Tartaglione, and I have talked about these issues for years. There comes a time when there are things that are beyond our control. These programs are highly dependent on the Medicaid dollars that [Federal] H.R. 1 puts in peril, and, as my colleague has said, we cannot do anything about that, but what we can do is provide some additional level of stability. What we can do is make some changes to make it easier for these programs to provide services, the vital services that ultimately save the Commonwealth money, because people in recovery are working jobs and paying taxes; people in recovery are not in need of some of the more protracted addiction services. So, when those folks are moving people out from addiction into recovery, they are ultimately making all of our communities safer and more productive. They are saving families and they are changing lives. And, so, for all of those reasons, I want to thank the makers of this bill for their good work, and I want to urge a "yes" vote so we can do our part in providing some additional stability and support for those folks who are on the ground, on the trenches, providing the valuable services that are changing lives from rural to urban communities across this great Commonwealth. Mr. President, I am happy to have this opportunity to share with everyone how and when the Seal of Biliteracy started in Pennsylvania. Back in 2022, multiple students at the Shaler Area High School sent me personalized letters-handwritten letters--sharing their experience learning a second language and how it helps to, quote, break down global barriers to lasting relationships with other nations. They educated me about the existence of a Seal of Biliteracy in other States and asked for my help in bringing it to Pennsylvania. My office took those letters to then-Secretary of Education Noe Ortega, and, soon after, PDE administratively created the Pennsylvania Seal of Biliteracy. In fact, the very last thing that Dr. Ortega did as Secretary was to come to my Senate district and thank the Shaler Area students for their advocacy, noting that without their voices, it probably would not have happened. These students are a prime example of how good things can happen when policymakers listen to the people most impacted. I am sure the students who helped create the seal back in 2022 will be happy to hear of House Bill No. 1877's efforts to codify it for future students. Thank you, Mr. President. Mr. President, I rise today because it has been 7,289 days since Pennsylvania last raised the minimum wage. Once again, I find myself asking a very simple question: if $7.25 an hour is the right wage for Pennsylvania workers, then why will we not vote on it? Two weeks ago, Senate Democrats filed discharge petitions to bring the House-passed minimum wage bill out of committee and onto this floor, and we did this because working Pennsylvanians deserve a vote. The House acted months ago. Poll after poll shows broad public support for action, yet House Bill No. 2189 remains stuck in committee without a hearing, without a debate, and without a vote. What message does that send to people earning [$]7.25 an hour? The people earning minimum wage are not asking for luxury; they are not asking to get rich. They are asking for the ability to pay their rent, keep food on their table, fill up their gas tank, and keep up with the cost of living. And, mostly, they deserve to know where their elected officials stand. If Senators believe [$]7.25 an hour is enough to live on in 2026, then we should vote that way publicly. If Senators believe workers deserve a raise, then they should vote accordingly. But refusing to vote at all is not leadership; refusing to debate the question is not leadership; keeping the bill trapped in committee indefinitely is not leadership. Pennsylvania workers deserve transparency, they deserve accountability, and, after two decades without a raise, they deserve action. Let us stop avoiding this conversation; let us bring this bill to the floor; let us cast our votes and let the people of Pennsylvania see where their Senators stand.
