Thank you. Thank you. you designation Designation. Designation. Designation. Designation. Thank you very much. We have three bills with two amendments. First, we'll call up House Bill 2534 by Chairman Ortizai. There is one amendment to that. Alex, would you read the bill and then we'll get to the amendment.
Yes, House Bill 2534 provides for artificial intelligence AI disclosure by requiring providers of large generative AI platforms to offer AI detection tools, assess disclosure requirements through provenance metadata, and requires large online platforms to detect and disclose AI-generated or modified content based on available provenance data.
Thank you. And now to the amendment, A04342.
amendment a 0 4 3 4 2 offered by representative Cerisi expands the definition of covered providers exempts minor modifications removes requirements for a voluntary manifest disclosure option and that relates to third licensees allows for the use of third disclosure verification tools requires provenance data Thank you Are there any questions on the amendment
Seeing none, are there any negative votes? Okay, the amendment passes unanimously. Unanimously, now on to the bill as amended, 2534. Are there any questions on the bill itself?
Chairman, you want to address the bill? Thank you, Mr. Chairman. I know this bill has been a long time making. This is one of the first issues that I think that we tackled jointly together with some of our conversations with the tech companies out in Silicon Valley. And I believe we've had some conversations with some of the legislators in California where they passed this as well. So the big tech companies are pretty much already doing this in the state of California, and if they can do it there, they can certainly do it here. That's why I think it's good policy and proud to work with you on this one.
Thank you, and thank you for the hard work on this. And, yeah, I remember when we heard about this the first time that we were both on board with it. This is great. Are there any negative votes on the bill as amended? Seeing none, the bill passed unanimously, and we passed on to hopefully get to the floor of the House. Next bill is House Bill 2790 by Fiedler and Schaefer. Alex, you want to read the description of the bill, please?
House Bill 2790 prohibits video streaming services from transmitting commercial advertisements at a volume louder than their accompanying video content.
Are there any questions on the bill? I just want to thank, again, the makers of the bill. It's really interesting to watch these services. and all of a sudden my wife and I were watching a program not long ago. She goes, what did you raise the volume for? I said, I didn't raise anything. She goes, well, it got really loud. I said, right, that's why we have a bill about it. So thank you for putting this bill forward. Chairman, any comments on it?
No, this bill is similar to the previous one we passed through here unanimously. Just ask for all the members for a yes vote.
Yeah. Are there any negative votes on the bill? Okay. Okay, seeing none, the bill passes. We'll be passed on to the House for hopefully getting again to the floor. Now we go to House Resolution 563 by Representative Waxman. There is one amendment to the bill, Amendment A04276. Alex, would you read the bill and then the amendment, please?
Yes, House Resolution 563 offered by Representative Waxman directs the Joint State Government Commission to study the potential impact of driverless vehicles and personal delivery devices on safety and the workforce. There is one amendment offered by Representative Waxman, the prime sponsor, Amendment A04276, which requires the Joint State Government Commission to consult with CDL drivers and labor organizations when conducting its study.
Representative Waxman, would you like to say anything?
This is emerging technology We seeing driverless vehicles as well as delivery devices all over Philadelphia other parts of the Commonwealth And so this would just study kind of safety and take a look at this new technology all over the country that's being deployed and see how it might impact Pennsylvania. It's just a resolution of study. It doesn't do anything, you know, doesn't ban driverless cars. It just wants to look at safety. Thank you.
Okay, on the amendment, does anyone want to comment on the amendment before we get to the bill? All right, I think we need to call the roll for the amendment. Oh, we're good with the amendment? Yeah. All right. Are there any negative votes to the amendment? Seeing none, the bill is amended. Now we'll go on to the bill itself, 563, the House Resolution 563. Are there any comments on the resolution? I know Gary had one.
Hi.
Hi.
okay so good morning Andrea it's I'm still new it's okay Gary I we can't all be named Gary Day right I love you Gary but anyway so I just wanted to express a little of the I'm not going to be voting for this because Pennsylvania currently has the highly automated advisory committee which regularly evaluates safety and the workforce impacts of these vehicles. And believe me, I can't wait to get one of these vehicles because I'm going to get so much work done in my car. But at this point, we already have this board. They're already using Pennsylvania taxpayer resources to study the safety and the workforce impact. So we do not need a study. It's going to be a waste of time. It's duplicative efforts, and that's why I'm going to be voting no today. Thank you.
Thank you. I guess now it's to Gary Day.
Thank you, Mr. Chairman. Mr. Chairman, I drive a Tesla, and full self-driving is an incredible technology that I think holds great promise. I'm going to be a no on this bill here in committee, and I'm going to continue to maybe talk with the maker of this bill. And maybe on the floor I might change my vote up there. But my concern and my no vote here today in committee is to make the comments. This technology can be budget-changing for us in the Commonwealth of Pennsylvania. It can solve many of our public transportation issues that we have as far as the spending and moving people around in our large urban areas, our third-class cities, and even taking people from the rural parts of Pennsylvania into our urban areas for health treatment and things like that. I foresee that if we have close to unfettered development of the transportation technology except in the areas of safety I foresee a great impact And the quicker we can bring that online in Pennsylvania I think the better off we are I usually am supportive of studying things ahead of time. However, we've seen in New Jersey that New Jersey has passed laws that will make it, you know, pick winners. And it will allow for one company to bring their technology in, which I think is not the superior technology. And it will prohibit the one that I believe personally is the superior technology. So I wouldn't want that idea in New Jersey to be brought forth. So I'm trying to figure out, and I will pledge to work with the maker of the bill to try to work together towards bringing the positive of this technology to Pennsylvania as quickly as possible and also addressing what I believe that he wants to probably study to make sure that the safety is brought as well. So thank you for allowing me to have those comments and thank you for bringing this forward in committee and I thank the maker of the bill because I believe that his intentions are proper. Thank you.
Anyone else? Chairman? All right, see no other comments, let's call the roll. Yes. Designation. Yes, by designation. Yes, by designation. Yes Yes by designation Yes by designation No Yes by designation Yes by designation No Yes by designation Thank you. The bill has amended. The resolution will be passed on for consideration on the floor. That being said, is there any other business? Well, thank you all very much, and that concludes our meeting. I call it adjournment. Meeting adjourned. Thank you.
