Whereas the state of Colorado and Taiwan have enjoyed a close, longstanding, mutually beneficial sister state relationship since 1983, a partnership built on shared dedication to freedom, democracy, and a free market economy. And whereas on behalf of the state of Colorado, Lieutenant Governor Diane Primavera led a trade and investment promotion delegation to Taiwan in November 2024, along with officials of the Colorado Office of Economic Development and International Trade, the Colorado Department of Agriculture, and a Colorado delegation of economic development professionals and industry leaders from the state who explored opportunities with Taiwan and high-tech industries. And whereas on February 3, 2026, Governor Jared Polis and the Director General of the Taipei Economic and Cultural Office, Debbie Huang, signed a memorandum of understanding to establish closer cooperation in the development of emerging, innovative technologies, including quantum, photonics, precision agriculture, and semiconductors. and whereas the United States and Taiwan enjoy a robust symbiotic trade relationship with Taiwan being our country seventh largest trading partner the U being Taiwan second largest trading partner and bilateral trade totals exceeding billion according to 2024 data And whereas the 2025 Taiwan Agricultural Trade Goodwill Mission, led by Deputy Minister of Agriculture Tu Wen-Jain, visited the U.S. and signed letters of intent, stating that Taiwan will purchase approximately $2.12 billion in corn products and $3.44 billion to $4.2 billion in soybean products from the U.S. over the next four years. And whereas various bilateral mechanisms and exchanges, including the Taiwan-U.S. Economic Prosperity Partnership Dialogue, the U.S.-Taiwan Initiative on 21st Century Trade, the Select USA Investment Summit, and the Agricultural Trade Goodwill Mission have laid the foundation for a mutually beneficial trade agreement between the U.S. and Taiwan. And whereas despite functioning as a de facto independent country since 1950, Taiwan's international participation in the United Nations is obstructed by the People's Republic of China's malicious distortion of United Nations General Assembly Resolution 2758. And whereas Taiwan, as a responsible stakeholder in the international community, is seeking to meaningfully participate in the United Nations, the World Health Organization, the International Criminal Police Organization, Interpol, the International Civil Aviation Organization and the Indo-Pacific Economic Framework for Prosperity launched by the United States. Now, therefore, be it resolved by the Senate of the 75th General Assembly of the State of Colorado or the House of Representatives concurring herein that we, the members of the Colorado General Assembly, one, celebrate the 43rd anniversary of our state's sister-state relationship with Taiwan. Two, support the further strengthening of trade relations and academic exchanges between Colorado and Taiwan. Three, support the signing of the agreement on avoidance of double taxation between the United States and Taiwan. Four, support Taiwan's inclusion in international organizations that are significant to the health, safety, and well-being of all people. And five, commend Taiwan's vibrant democracy. Be it further resolved, the copies of this joint resolution be sent to Lai Ching-Tei, President of Taiwan, Lin Chia-Lung, Minister of Foreign Affairs of Taiwan, and Debbie Huang, Director General of the Taipei Economic and Cultural Office in Denver.

Senator Snyder. Yeah, folks, this is a really small fix. It really is just trying to solve a cash flow problem, especially for small businesses, small contractors. It allows them to, in certain circumstances, when they qualify, they can issue a surety bond and be able to get their 5% retainage back to them so they can put that into the next project, hiring more staff, whatever. So it's really just a tiny fix in an area that I think calls for a lot more examination. but this is all we're trying to do today and I ask for an aye vote.

The changes made removes the requirement for the department to enter into a reciprocal agreement with each individual state in the compact, which could potentially become time-consuming and cumbersome. Additionally, they were worried that they may not be able to comply with the bill as written because there is no requirement for the other state to enter into an agreement with Colorado, potentially putting the department in a tenuous situation with a law that requires them to do something they cannot achieve. I ask for an aye vote.
