The Senate Committee on Appropriations will now come to order. Sergeants, please contact any absent members and have them join us for the hearing. Today is a very busy day in the Capitol. There are four other committee hearings simultaneously, and I understand that five out of our seven members will have several places to be at all at once. So as long as we can establish a quorum, which we will in just a moment, we will get things moving. We have 73 measures on today's agenda, all but one of which are candidates for a suspense file. The authors for all the suspense bills have weighed presentation as usual. However, we will take testimony from the public on every item. The Department of Finance did notify us that they will not have any comments on any of the bills before the committee this morning. Before we begin, I do want to remind any witnesses to limit their testimony to the fiscal aspect of the bill. Please refrain from any policy discussions that are lengthy in repeating prior testimony in your comments. AB 1999 makes numerous common sense changes to veterinarian statute. statute, reducing staffing shortages in California shelters and making veterinary care more accessible for everyday pet owners. These changes include clarifying the immediate or the telemedicine statute, creating a streamlined process for qualified out-of-state veterinarians to become licensed shelter veterinarians and narrowing the owner exemption to exclude surgical procedures. The California Veterinary Medical Board anticipates minor absorbable costs, and the Office of Information Services notes implementation costs that are absorbable within existing resources. Hi there, Adam Lund with the California Secretary of State's office. We're not really opposed to this bill. In fact, we understand the concept behind the bill. However, we have significant concerns with the legislation. It presents significant technical cybersecurity and operational challenges that make implementation not only impractical but potentially dangerous to the integrity of California's election systems. From a fiscal perspective, the Secretary of State initially estimated approximately $1 million for the core Vocal modifications. However, after discussions with our in-house technology experts and external vendors, we determined that the estimate reflects only the basic system programming. Once the necessary cybersecurity protections and secure file upload capabilities, image validation technology, third-party software testing and implementation are included, we estimate the one-time implementation costs could approach $10 million, with additional ongoing operational and security costs thereafter. For these reasons, we respectfully ask the committee to carefully consider both the significant implementation challenges and the substantial fiscal impacts of this measure. Thank you.

Good morning, Chair. No members. Nicholas Sackett for Proudco's sponsor, Social Compassion in Legislation, and our thousands of supporters throughout California. Our local and state governments spend over about $400 million annually in operating animal shelter, animal care and control, and that figure does not include the millions spent by nonprofits and private foundations who rescue animals in support of shelters. This bill is really trying to get out ahead of that and stop spread of new designer pets, which will certainly exacerbate the pet overpopulation crisis in our state. And bypassing this, we can save a lot of money on our shelter that we spend on our shelters. Additionally, as it pertains to court costs, we have reached out to the Judicial Council, certainly not speaking for them, but their communications to us is that they don't have any cost concerns about this bill. So we hope that we can move on eventually. So with that, I respectfully ask for your aye vote. Thank you.

Thank you so much for the opportunity to speak today. We are a small grassroots group of practitioners, internationally trained, who serve a community in California in great need. We were very late to come to the opposition to the bill, as we do not have a lobbyist. Senator Cabrillo and Chair Wahab both agreed after our opposition that the bill should be amended. As a public safety or consumer safety concern, we were able to show that there had never been damages in decades of care caused by any of our parties, that we create a very important role in the community in serving the needs of persons who cannot reach care such as ours. There's enormous damages, we believe, if this bill were to go through, not only to ourselves with loss of our businesses, but criminalization and extended costs of criminalizing us for providing decades of care without harming anyone. We are currently associate professor staff for the medical schools in California for osteopathic medicine. So we're very confused by why the bill would want to remove us from providing care within the community where we teach and work in conjunction with physicians. I guess in closing, our greatest concern is that many, many, many of our patients would fall into the potential of disability, which would come back to state to provide care for them. Because those services that they came to us for have not been able to be provided through any other form of primary care medicine in the state of California. And many feel that they would not have their activity of daily life, their quality of life, or their well-being without our care. And as we've demonstrated through the Hospital Medical Board of California's extensive investigations into our histories, that we are all law-abiding. None of us have broken any law, misrepresented ourselves in any way. And so, again, we feel unfairly targeted within the bill. And we see that the costs have been deferred to the counties in which we reside in practice to carry the costs of incarcerating us for providing care, which is... confusing, at the very least, to the state of California and what the cost would be for this appropriations committee. So thank you very much, and we ask for your no vote.
