Having established a quorum, I'd like to call up Senate Bill 1403 that I am the prime sponsor of. Is there a motion to consider Senate Bill 1403?

Motion by Senator Ward, seconded by Chairman Carney.

Chair Carneychair

Erin, can you please describe the bill?

Senate Bill 1403 amends Title 35, specifically Chapter 81, regarding emergency medical services. The bill allows for the Department of Health to promulgate regulations or protocols in collaboration with regional medical councils to authorize the types of facilities which may receive patients during a suspected behavioral health or substance use disorder crisis. The bill also provides for the Department and regional medical councils to develop a procedure for the MS to contact local co mobile crisis medical mobile crisis for assistance in de assessment and referral for transport. The bill also provides for reimbursement for the EMS transport. The legislation shall take effect in 180 days. Is there any discussion on the bill? Chairman?

Thank you, Mr. Chairman. I'm a commend maker of the bill. We're supporting it. As you mentioned, And there are details still to be worked out in terms of what the protocols actually are and how the language works. And I understand that there's some – we have a few people who have concerns about the bill. I just want to make sure that we're open and taking all the information in as we finalize the bill before it comes on the floor.

Chair Carneychair

Yes.

So in answer to that, the Ambulance Association and HAP are in support of it. There are some concerns from some of the insurance industries as well as the emergency department doctors. We're going to continue working with those stakeholders. Aaron had a discussion with the Department of Health this morning, which went very well. And they don't have any specific concerns at this point in time. And any concerns they have with implementation, we'll obviously consider that as we move forward.

Chair Carneychair

Any other questions or comments? Any negative votes? Okay, seeing no negative votes, Senate Bill 1403 is moved to the full Senate. if nobody has any other business this concludes our voting meeting and the institutional sustainability and innovation committee stands in recess until the call of the chair thank you
