It is a time when all the world seems to be manifesting the miracle of life. And as we witness the beauty of life emerging all around us, deep, deep within, we are also humbled by the power of nurture, nature bursting forth with life. I have long been moved by the profound humility and gratitude of the great spiritual leader and poet Rumi who wrote, let the beauty we love be what we do. There are hundreds of ways to kneel and kiss the ground In other words let what we do reflect our love for the beauty of life around us And with ever appreciation we will live every moment with humility and gratitude We will find that there are hundreds of ways we can humbly kneel and appreciate the earth which gives us life. Thank you, Mr. Speaker. Members, it is my distinct honor to introduce and recognize Nevada County Sheriff Shannon Moon along with the extraordinary Nevada County Sheriff's Office Search and Rescue Team. In California, search and rescue teams respond to thousands of calls each year, often exceeding 5,000 missions annually, providing critical aid to lost, injured, and endangered individuals in some of the most challenging terrains and conditions imaginable. These teams are largely made up of highly trained volunteers who stand ready at all hours, including service above self. Their work is not only important, it is life-saving and we are deeply grateful for their commitment. In our rural communities, these missions carry an added weight. Responders are not just answering a call, they are often searching for neighbors, friends, and members of their own tight-knit community. That closeness makes this work even more difficult and the emotional toll even greater, underscoring the depth of their service and sacrifice. Today we especially recognize those who responded to the tragic February avalanche near Truckee in Nevada County. In the face of extreme weather, unstable snowpack, and dangerous conditions, these teams carried out a complex and urgent operation. Their swift actions led to multiple rescues saving lives that might otherwise have been lost. At the same time, this incident was a solemn reminder of the risks present in California's backcountry. Lives were tragically lost in this avalanche, and while search and rescue teams were able to locate victims and bring closure to families, the outcome weighs heavily on all involved. We extend our deepest condolences and heartfelt sympathies to the families and loved ones of those who lost their lives. Their professionalism, courage, and seamless coordination with regional partners exemplify the very best of public service in times of crisis. Search and rescue teams do not seek recognition, yet their contributions are indispensable to public safety across our state. It's Canada Day at the Capitol. not to be confused with Canada Day in Canada, but almost as important as the only Canadian-born member in the legislature currently serving, it is my honor to introduce a special Canadian delegation here to highlight the vital trade relationship between Canada and California. Leading the delegation, My name is Rana Sarkar, Consul General of Canada in San Francisco since 2017, almost as long as I've been in the Assembly, responsible for Canada's relations with Northern California and Hawaii. Under his leadership, the Canada-California partnership has grown into one of the most consequential subnational relationships in the world, encompassing over $32 billion in annual export trade, nearly 95,000 jobs supported by Canadian-owned businesses, and deeply integrated supply chains benefiting workers, farmers, and consumers on both sides of the border. It's also my honor to welcome Sylvie Bedard, the Acting Consul General of Canada in Los Angeles, representing Southern California, Arizona, and Nevada, who brings over 30 years of Canadian government experience, including service as Canada's ambassador to Ecuador. Thank you Mr. Speaker. Colleagues, I rise to present ACR 152, proclaiming March 2026 as American Red Cross Month in California. Most of us have seen the American Red Cross in action. After a fire or a local emergency, when a family has lost everything and doesn't know where to turn, in those moments, Red Cross volunteers show up. They provide shelter, a warm meal, and something just as important, comfort, stability, and hope. Since its founding by Clara Barton, the Red Cross has been built on the idea that neighbors should be there for one another in times of crisis. That mission is alive and well in California. Their work directly supports our state's health goals, from maintaining a reliable blood supply to training Californians in life-saving skills and helping communities recover from disasters. As emergencies affect more communities across our state, the Red Cross continues to be there helping families get back on their feet and reminding them they're not alone. This resolution is about recognizing those everyday heroes, the volunteers who step forward, often without recognition, to care for people in their hardest moments. And with that comes this incredible holiday that is celebrated by over 300 million people worldwide. And many in the Persian and Central Asian diaspora in my community will be celebrating No Roos for the next two weeks. This is a beautiful holiday for those of you that are unfamiliar with it, a holiday of unity, of reflection, of rejuvenation. It's about bringing people together in a celebration of love and peace and tranquility. And it comes at obviously a difficult and painful moment for many in our community here in the state of California and around the world with the hostilities in the Middle East. It's deeply personal for many of us, and I know that there are many folks in my community who have been unable to be in contact with friends and relatives in Iran. And so obviously our hearts are heavy right now. But for 50 years, people have faced extraordinary hardship, and yet their strength and resilience has never faltered. And what makes this holiday so remarkable and beautiful is that it has endured through many moments like this one. This is a holiday that is 3,000-year-old. It's a 3,000-year-old celebration, and it transcends any one religion, any one country, any one community. and is a timeless reminder that light overcomes darkness. So as we think about this difficult moment in history that we're in, I think it's very appropriate that we are reminded of the themes of the holiday, that we join millions around the world in welcoming the new year. We hope that this new year will bring the Iranian people and people in the region peace and freedom that they deserve, and that we will all reflect on those enduring themes of love and peace and tranquility. So with that, I wish you all a very happy Nourus, and I respectfully request your aye vote on H.R. 90.

For millions of people around the world, for so many here in California, no ruse is a moment to gather family, reflect on the year behind us, and look forward to the future. But this year, we also recognize that for many, celebration comes with heavy hearts. And as millions of Iranians protest for freedom and basic human rights, we recognize that the ongoing conflict and uncertainty have made this a difficult time for families and communities in my district and around the world. I'm proud to represent Tehranjelis and Persian Square, the heart of the Iranian diaspora in America. Every day, I see the brilliance, culture, and the resilience of this community that this community brings to California. Even in challenging moments, the spirit of Nowruz reminds us of the resilience of people, the enduring hope for peace, renewal, and new beginnings. Good morning, Mr. Speaker and members. Today I rise to present Assembly Bill 1844. AB 1844 updates the Judge's Retirement System 2, or JRS 2, to allow judges to designate a non-spouse beneficiary to receive survivor retirement benefits and to ensure that all vested judges can access survivor benefit protections. Under current law, JRS 2 judges may generally designate only a spouse or registered domestic partner to receive ongoing survivor pension benefits. Unmarried judges, including those who have long-term partners, adult children, or other dependents, cannot designate anyone to receive the continuing pension payments after their death. AB 1844 ensures fair and consistent treatment of judges and aligns JRS II with every other public retirement system in California. This bill has received bipartisan support, and I respectfully ask for your aye vote.

Good morning, Mr. Speaker and members. I rise to present ACR 144, 141, recognizing VSAC Day for the very first time in California legislature history. We honor this important occasion and the profile significant it holds not only for the Buddhists, but for all Californians who embrace the universe's values and reflect in its teaching. Visak de Kummeray, the book of the Buddha, believed to have occurred between 560 and 400 BC. Born into an Indian royal family, he chose to live behind a life of privilege in pursuit of a deeper understanding of human suffering and the path of enlightenment. His teachings remain just as relevant today as they were in ancient times, offering timeless guidance, root in peace, compassion, tolerance, and understanding. These are values that resonate far beyond religion and continue to share common human experience around the world. At its core, Visak Day reflects a universality that transcends culture or background. It reminds all of us about our shared struggle, challenge, victory, and defeat. It brought us in the notion that all of us are human and are a journey together to make our world truly a better place Among his most salient teachings Buddha professed the middle way which called on all of us to strive a balance between indulgence and asceticism and to reject extremes in our life. Ten years ago, I had an honor to welcome His Holiness Daly in my city. And I am very inspired by his kindness and compassion. And a few months ago, I myself fly over to Raleigh, North Carolina, to recognize and to honor 19 months who work for peace. And they start from Texas to Washington, D.C. to promote peace and kindness. So I want to thank everyone for taking up this historic resolution to honor the VSAC Day. And I ask the first row to be open for Kowata.

Thank you, Mr. Speaker Pro Tem. This morning I want to adjourn in the memory of Caitlin Katie Mardell Mallett, who passed away on February 7th at just 34 years old after a courageous battle with brain cancer. And Katie was the kind of person who made everyone feel welcome, who built friendships easily, and whose warmth and laughter left a lasting impression on everyone she met. She was born in Santa Cruz, California, attended school in nearby Scotts Valley, and later graduated from CSU Chico. She ultimately built her life in Salinas, a career in the produce industry, a strong community of friends, and most importantly, a beautiful, beautiful family. In the produce industry, Katie earned the respect of her colleagues across the Salinas Valley, not just for her work ethic but for the way she treated people She built relationships that went far beyond business They became friendships It was also in Salinas where she met her husband, Keith. And together they built a life rooted in love, in family, and in some community. But above all else, her greatest joy was being a mother to their two young children, Walker and Madeline, who were the center of her world. And like so many parents, everything she did was for them. Her passing is a heartbreaking loss for her family, her friends, and for our community that knew her spirit. a spirit that even in the face of unimaginable hardship, she carried herself with faith, with gratitude, and with grace, and always reminded those around her to cherish each day and to hold close the people that we love. So on behalf of the California State Assembly, I ask that we adjourn this morning in her memory Caitlin Katie Mallett and that we keep her family especially her young children in our thoughts and prayers Thank you Mr Speaker
