Thank you very much, Mr. President. It's not a very well-kept secret that I'm getting married. And in fact, I'm getting married this coming Sunday, and my lovely bride happens to be here today, along with her family. My fiancée, Shenwei, is right here. And she has brought over from Taiwan her parents, her sister and her family and her cousin. And they've been staying with us here in Connecticut for the last few days. She actually just brought them all to Florida to go to Universal Studios, and they just got back this morning. So, they're still dressed from their flight and all that. They're self-conscious. They're not dressed up enough, but I think that they look great. And I'm delighted to be able to share my future extended family with the circle and my colleagues. And I'd just ask that everyone give them a nice warm welcome and a round of applause. So, thank you very much. (applause)

Thank you, Mr. President. I do want to rise, and in the same vein, congratulate Senator Sampson. So, Sunday, him and his beautiful wife Shenwei, who I've had the pleasure of meeting, will be getting married. She's a great addition to Senator Sampson. Certainly his better half. As much as I love Senator Sampson, Shenwei is certainly his better half. And I know they both love each other deeply, and we're all excited in this chamber for their vows, which will be this Sunday, and the beautiful extended family now that Senator Sampson will be welcoming to his family. So, if we could once again as a Senate Chamber congratulate Senator Sampson and Shenwei for their wedding vows on Sunday. (applause)

Good seeing you as well. I stand here for a point of personal privilege. I have with me today -- where is she? I have with me today Gabriela Hughes. She's shadowing me today and she's hoping to be in politics. She's interested in politics and so her mom had called me and I said, "Bring her up." And so, these are the things, this is what we should be doing is being mentors and role models for young people so that they can fill our shoes someday. And I also want to introduce her mom, my friend, Carmen Hughes as well. So, I would like the chamber to please give them that warm welcome we give our guests. (applause)

Mr. President, I rise for a point of personal privilege. It is once again my distinct honor to welcome -- Janelle, why don't you come up here since Senator Miller is bringing people right up. Mr. President, it's a distinct honor to again introduce in this beautiful chamber my very dear friend, Mrs. Janelle Wilk of Watertown. Janelle is here today, it's MS Advocacy, Multiple Sclerosis Advocacy Day. Janelle was diagnosed at 18 years old, a long time ago, with this terrible debilitating disease. You wouldn't know it by looking at her. She's also been, and remains, despite her illness, very involved in what's going on in our hometown in Watertown having served as the vice chairman of the Board of Education, now as the, and I always say this publicly, I don't know why, but as the chairwoman of the Housing Authority in Watertown, ensuring that our most needy and our seniors are getting the services and the attention that they deserve. So, if you're not aware, you see people walking around the building today wearing orange ties or buttons or whatnot, that is in recognition of MS Day nationally and the advocacy that's going on in the Capitol. So, if the chamber would join me in welcoming Mrs. Wilk back to the chamber once again, that would be appreciated. Thank you, sir. (applause)

Thank you. And good almost afternoon, Mr. President. Mr. President, I move acceptance of the Joint Committee's Favorable Report and adoption of the resolution.

Yes. Thank you, Mr. President. Before us is the Honorable Joseph M. Shortall of Bloomfield to be a state referee. He comes to us with a positive vote out of the Judiciary Committee. He was first appointed to the bench in the year 1994. He's a graduate of the Columbus School of Law and the Catholic University of America. He comes to us with a positive vote. I would urge adoption.

Thank you very much, Mr. President. And it is delightful to see you up there presiding over our chamber. I stand in strong support of Judge Shortall's renomination, and actually change of status to become a state referee. Believe it or not, I remember when Judge Shortall was first put on the bench back in 1994. And my recollection is that prior to that, he was very well known as a strong advocate helping in legal aid matters here in Connecticut. And he has an excellent, excellent reputation as a jurist, and has a fabulous demeanor. And I'm glad that he's continuing to give to the people of State of Connecticut, and I strongly stand in support of his nomination to become a state referee. Thank you, Mr. President.

Mr. President, I speak also in strong support of the resolution. The State of Connecticut has benefited now since 1994 from the work of Judge Shortall on the bench as a Superior Court judge, now continuing as a trial referee. Prior to that, Mr. President, he was the chief public defender for the State of Connecticut. Had a distinguished career there as a strong advocate and also a talented administrator for that office. And we are fortunate that he has the energy, the health, and the engagement to continue as a referee now with a career of more than 30 years of distinguished service on the bench. Thank you, Mr. President.

He was first appointed to the bench in 1994, currently sits in the civil division in Ansonia and Milford. He's a graduate of New York University School of Law, was awarded the distinguished service award from the Greater Bridgeport Bar Association not too long ago. Sits on several boards and commissions, has a Favorable Report out of Judiciary. I would urge adoption.

Thank you very much, Mr. President. Speaking in support of the resolution, Judge Hadden, now serving as a referee, has been on the bench since 2002. Had a very distinguished career as a trial judge in our system and continues to do so as a referee. One of the things I think it's worth noting, that Judge Hadden's distinguished career followed a period of more than 10 years between the time that he was approved by the Judicial Selection Commission until he was finally appointed to the bench. And I know there have been some proposals over the last couple of years that would arbitrarily cut off the amount of time that someone could be on the list before someone is appointed to the bench. And I think Judge Hadden is testimony that that would be very bad policy indeed because it might very well have cost us the services of Judge Hadden, who was patient and waited for a long time. And reminding us, of course, that the amount of time that someone is on the list before being appointed has absolutely nothing to do with the competence or capability of the candidate. It has all to do with the connections or lack of connections that someone may have before they're appointed. The cynical view of that, of course, is someone once said, what is the definition of a judge in an appointive system? It is a lawyer who has a politician as a friend and patron. So, it took Judge Hadden a while to get there, but we have benefited greatly from his service in all the years since. Thank you, Mr. President.

Thank you very much. And it would be remiss of me if I didn't comment on Senator Looney's previous comments. And I think that is an apt description of a judge having those contacts. And I, for one, actually agree with Senator Looney's sentiments that I don't think it matters one bit how long one may be on the list of approved nominees to become selected by the Governor to become a judge. And I also noted, to correct the record, that our first nominee, Judge Shortall, obviously my memory back 32 years wasn't perfect. I thought he was in legal aid but he was the chief state public defender. And in fact, I think he ended up marrying someone that was a public defender from up in my neck of the woods back when I was a special public defender. So, memories do fade, but I wanted to clarify that. Judge Eveleigh has an illustrious record serving the people of the State of Connecticut in various capacities. We are honored to have him before us again this afternoon, and I strongly support his renomination. Thank you, Mr. President.

He's good friends with Judge, probably referee now too, Judge Genuario, both hailing from the Norwalk area. And if anything, for those that may not know, Judge Kavanewsky does suffer from physical maladies and he has not let it slow him down whatsoever. And I wanted to compliment the Judicial Branch for not letting anyone's physical disabilities or limitations slow them down in being of service to the people of the State of Connecticut. And I can tell you that there's no doubt in my mind that Judge Kavanewsky's mind is sharp as a whip, as deep thinking as ever, and a real asset to the people of the State of Connecticut. Not only given his judicial acumen but just as an exemplar to people that come before him that, one, we all have things that come and might cause us to trip and stumble along the way, some far more serious than others. But it's how we respond to those challenge that really test our metal and create what becomes our character. And Judge Kavanewsky is just so exemplary in so many ways, and I want to compliment him and Governor Lamont for renominating him and making him now a state referee. And I most heartily endorse this nomination. Thank you, Mr. President.

And is a former colleague of many of the folks who are around the circle, who were here at that time, and overall is a great pick for the State of Connecticut. I would urge adoption.

I, like many in this building, had the tremendous honor of serving with now Judge Spallone when he was a representative here in our wonderful legislature. He also went on to serve in the Secretary of State's Office for a number of years. So, he's been just an awesomely dedicated public servant throughout many years for the good people of the State of Connecticut. Thank you, Mr. President. Nice to be here today. I'll make this quick. Just want to say a couple of words to reiterate what my good colleagues have said. Judge Spallone, former State Rep. Spallone, is a terrific, fair minded, excellent, qualified guy whose dad was a judge for a long time, I gather. And he's a really excellent addition to keep on the bench. Thank you.

Thank you, Mr. President. Speaking in support of the resolution. As was said, Judge Spallone is a former legislative colleague having served with distinction as a state representative, then as an assistant and deputy counsel in the office of Secretary of State before his appointment to the bench initially in 2018. As Senator Kissel pointed out, there were a very large number of judges appointed in 2018 in Governor Malloy's last year in office. And they're all coming up for their eight year -- end of their first term at this point. It was probably the second largest class overall, going back historically to, in 1978 when we had the court consolidation bill, when the Superior Court was enlarged by the addition of judges from the Court of Common Pleas and the other lower courts of limited jurisdiction that were all consolidated into the Superior Court at that time. And their service as Superior Court judges then dated from 1978 and then 1986. I think there were 35 or 40 who came up for appointment because even though they may have been judges at some level prior to '78, their Superior Court service dated from '78. So, '86 was a huge year for judicial reappointments. And I think this year is now maybe next to that in terms of '18 being a very, very significant year in terms of appointment. So, all of those people who are still eligible to serve, now having completed one eight-year term. And Judge Spallone, as was said, is somebody who is thoughtful, judicious, and is doing a fine job for the state and hope he'll continue for many years.

But there's a group right here from my hometown of Hartford, Connecticut. If you notice, all this wonderful food that we're having today, they're being provided by the Prince Tech Culinary Arts program. And I just want to recognize these young people for all the hard work they're doing to making sure we have some good quality food today. I want to thank you all. I want to thank your administration, your teachers for bringing us up here today. And I want you to be recognized from our Senate. So, I will give you guys to give them a round of applause, please. Attorney Logue has made a career in mediation and arbitration since his graduation from the University of Connecticut School of Law in 1985 where he and I were classmates. And he is someone who is really a leader in that field. It is a growing field, alternate dispute resolution. He's a national leader in that and a thought leader in that. He is fortunately willing to continue on serving for another term as a member of the State Department of Education Arbitration Panel. He has great experience in negotiating collective bargaining agreements, mediation, and arbitration. He's actually the author of three chapters of the Connecticut Bar Association's Connecticut Mediation Practice book. So, he is steeped in all of this and has become a leader for other lawyers who are looking to go into the field of alternative dispute resolution. He also comes from a family very distinguished in public service. His father, Edward Logue, is a noted developer and someone who was responsible for promoting economic development as economic development administrator in the City of New Haven and then on to the City of Boston and then the City of New York. Famous in that field. Attorney Logue's uncle was Frank Logue. Served with distinction as mayor of New Haven. And he was my first employer in government when I worked as a member of his staff under then Chief of Staff Rosa DeLauro, working for Mayor Logue. So, Bill Logue comes as a distinguished family history of public service, and he has been in many ways a pioneer in the years since he graduated from law school in building up the practice of law as mediation and trying to find a less adversarial way of coming to results that are satisfactory. I rise in strong opposition to this nomination. This person was on the Psychiatric Review Board when an individual who murdered someone, then ate their face and their eyeball, was released after 10 years after being sentenced for 60 years’ incarceration. I do not feel comfortable that this person would continue to serve after making a decision in that respect. With all due respect, being a social worker with multiple arts degrees I do not think makes you qualified to be on a psychiatric review board. So, think about the family of the individual who was murdered. You have somebody murder your family member and then do something so horrific that it's out of the worst horror movie that you could possibly imagine. Sentenced to Whiting for 60 years, and then a psychiatric review board says it's okay for them to be released. I strongly feel that we are sending the wrong message for families and for anybody who has lost someone, who has spent time at Whiting Forensic Hospital to allow an individual of this caliber, and concerning the crime that he had committed that is so vicious and almost unimaginable, that we would then reappoint somebody who gave the go for that. And again, I urge my colleagues to vote absolutely no on this reappointment. Thank you, Mr. President.

Had a particular focus on serving people with mental health needs and worked very closely with Connecticut Valley Hospital and our other institutions in Middletown. Thank you, Madam President. This bill makes modifications to the Firefighters Cancer Relief Fund. Currently, the law requires that two separate reports be provided from the treasurer, one on the status of the Cancer Relief Fund, and the other on a separate program that provides workers' comp-like benefits. This would merge those two reports into one and would be required the combined report due by October 1st of 2026. The bill also requires the treasurer to submit this report to the Labor and Public Employees Committee in addition to the Firefighters Cancer Relief Fund Advisory Committee, which currently is in law. So I would ask that we move this bill, and that it's a good bill, and it should pass.

Good afternoon, Madam President. Thank you for the recognition. I rise in support of the legislation that is before us. I'm always delighted when the Labor and Public Employees Committee can advance legislation in a bipartisan way that we all agree to that makes positive changes for the people of Connecticut. This is a great opportunity, even though this is a more or less technical bill, to celebrate the success story, which is the Firefighters Cancer Relief Fund. We all certainly would like to do even more than what we're doing today, but this is definitely something that has been beneficial. I know firsthand that it has improved the circumstances for folks that are impacted by cancer as a result of their line of work as firefighters. We've got to make sure that people that are willing to step up in our society to take on these risky roles and to protect us and to make sure that we are kept safe, that we look after them as well. Yes. Okay. Fairly simple technical bill. Section 1, it's a realization that in cases of domestic violence, often pets become an impediment. This bill requires the DOA commissioner to work with the Office of Victim Services to study the need for placement of companion animals for victims of domestic violence. Section 2 clarifies the ability of the state veterinarian to issue orders to prevent the spread of diseases, and expands their authority to do certain diseases, such as the new world screw worm that came up the other year, and it was a problem that the veterinarian didn't have quite authority to look into, so this clarifies their authority. Section 3 convenes a working group on the animal population control program. This is a well-used program in the state where vouchers are put out to allow for spaying and neutering of pets. And this puts together a working group, would go over the program and see what kind of expansions or changes would be needed to be done in the future.

Thank you, Madam President. This bill comes to us from the Auditors of Public Accounts as a request based on their annual audits. A few sections of the bill. The bill requires approval from the governor or Attorney General for any payments exceeding $50,000 to resigning or retire employee for purposes other than avoiding litigation costs. The bill also clarifies when foundations are required to reimburse state agencies for salaries and benefits when employees are performing work for a related foundation. Section 3 removes the comptroller from the treasurer's audit to align with current practices, and also to ensure the independence of the auditors. The bill also eliminates the ability for the state contracting board to enter into agreements with the Auditors of Public Accounts to conduct those audits again for agency independence, as the State Auditors of Public Accounts already audit the state contracting board. The bill also requires any state agencies contracting for audit services to ensure that the contract requires entry providing such services to share a copy of that audit to the auditors upon request, and eliminates the requirement for the auditors to advise whether those contracted audit services are necessary. It also clarifies when quasi-public agencies must resubmit required annual and quarterly reports. It's an important bill that clarifies a number of auditing processes, and strengthens the work being done by the Auditors of Public Accounts. I urge my colleagues to support the bill. Good to see you up there, Madam President. I want to just rise in support of the bill that is before us. I'm very pleased to serve as the Ranking Member of the Government Oversight Committee. And now that we're in our, I think, sophomore year, I believe that we are off to a good start. It was a little slow rolling at first, but we're starting to do a lot of very positive legislation that I believe is going to strengthen the oversight and transparency in state government. The bill that is before us is a great example. I'm proud to cosponsor this legislation that would put into effect a lot of the recommendations that we heard from the auditors who are obviously experts in this regard. They deal with this kind of thing day in and day out. They know what we need to be looking for, and they know what the concerns should be when we're talking about protecting the very, very important and hard-earned money that the people we represent end up being taxed and delivered to the state of Connecticut. We want to make sure that that money is spent wisely, it's not wasted, and that there's true accountability. The good chairman mentioned what each of the sections of the bill accomplishes. I would just reiterate a couple of the more important ones, which is there is a threshold now of $50,000 for any payments made to a resigning or retiring employee of the governor or Attorney General's office. And I think that that's important from a standpoint of protecting the state from unnecessary costs. There is also the requirement for quasi-public agencies to submit annual reports within a certain time frame, six months after the end of their fiscal year, which I think is also important from a transparency sake. Look, if we discover something is a problem five years after it happens, that's not really helping anyone. This more timely reporting, I think, will lead to more information that we can build on. And so next year, when we have another similar bill about implementing the auditors' recommendations, no doubt they will have new recommendations and additional things for us to look at. And I'm looking forward to that because this is a long time in coming, as far as I'm concerned. We've really needed to improve our accounting for the sake of the people we represent. This is a great bill. I'm pleased to work with my colleagues across the aisle. It's very nice when we can do things in a bipartisan fashion. This bill came out of the committee unanimously, and I have every expectation it will also pass this Chamber unanimously as well. So thank you very much, Madam President.

This is something that we've seen in the last couple of years in public safety. Not only recruitment and retention in its totality, but this is a core component of recruitment and then retaining. And we see that firefighters that are coming out of the job, they have to go through the academy, get certain training, certain continuing education, and the individuals that provide that training that is needed, they're becoming few and far between. And we've also seen one of the reasons could be that they're not compensated fairly. They have not seen an increase in their wages for the very valuable services that they are offering. And we felt that it was important speaking to the stakeholders that the raises would be in line with the other agreements of the professionals that are coming through and getting the training that is needed. So I think it's a good bill. I think it's important. And we need to make sure that we have these individuals with the institutional knowledge to provide that wisdom to our firefighters doing the great work they do to keep us safe. And I think it's a great bill and it's good money spent. So I urge my colleagues to support the legislation. Thank you.

Yes. Madam President, essentially, this bill disqualifies anyone who is prohibited from being hired by a law enforcement unit from being eligible to provide armed security services in a public school as a retired police officer. By law, law enforcement units cannot hire a police officer who was previously employed by the unit or in another jurisdiction, and one was dismissed for malfeasance or serious misconduct that called into question his or her fitness to serve as an officer, or two, resign or retire during the investigation into that conduct. Madam President, this came out of the Public Safety Committee favorably. I do believe that having this strict scrutiny and high standard for law enforcement to serve as public safety officers within the context of the school is both beneficial and advantageous for the state and to the respective school in which they'll be working. And so I think that this measure definitely tightens those restrictions up a bit and making sure that we are being prudent and that we're being responsible with this measure. So I urge my colleagues to adopt this piece of legislation.

Thank you, Madam President. I also rise in support of the legislation before us. Our law enforcement officers do such a great job. Words really can't describe what our law enforcement, and all of our first responders do for us on a daily basis, and sometimes we only hear about the negative things, not all of the great things that they do, whether it's saving someone from a very terrible situation or responding to a car accident and performing CPR. And sometimes we hear about the bad actors in the profession, and there are always bad actors in every profession. And no one dislikes a bad officer more than our brave men and women who do the job, do it well every single day. And I believe it was in 2015 or '17, there was a change in the legislation that essentially closed a loophole. So, if an officer was under investigation, they may realize their fate was to be fired, they were able to resign, and then go apply to another department and get a job. And that's something that I believe we all agreed on, that we can't have that. Our brave men and women in public safety need to be held to a higher standard. And that's what the legislation did in '15 and in '17. But what we've seen that needed to be addressed was that loophole was opened up when we started to provide services where first responders are in our school systems, they need to be POST certified, so you could be a retired officer as long as you keep up your post certification. We want those brave men and women with all that institutional knowledge to be in our schools, keep our children safe. But we saw that there was the ability that an officer that maybe was under investigation, retires or resigns, and the investigation wasn't complete, they were still able to go work as a school resource officer. And we thought that it was extremely important that we hold our brave men and women accountable. And I believe that this was supported by all stakeholders. And I think it's a common sense smart piece of legislation, and I encourage all of my colleagues to support it today. Thank you.

Yes. Mr. President, this bill is quite straightforward. It fixes an obscure statute in our Medicaid statutes about how ambulances bill the Medicaid program. And I guess back in the 1970s when this law was passed, we did not have GPS, and so it was difficult for ambulances to determine the exact mileage from point A to point B. And so in lieu of that, the statute says that ambulances should bill based on the distance between the post office in one town to the post office in another town. Obviously, that is not the exact distance that is being traveled. So this bill just simply recognizes that in the year 2026, we know how far it is from one point A to point B. So what's remaining in the bill is additional support for the existing Promise programs in the state. And then what is called for is for Office of Higher Education, OHE, to help municipalities launch their own Promise program. This is an incredibly important bill coming out of the Government Oversight Committee to have further oversight and accountability of the merger of our community colleges and Connecticut state universities. That consolidation happened with a promise of new and better opportunities for students to have more programming, for reducing administrative costs, for ensuring that there would be a seamless transition between these two different entities when it comes to the mission of the community college and the state universities. What we would like to know as a matter of a continued oversight responsibility and function is, where are we in that process? Has there been administrative savings, for example, in the consolidation? Have we increased programming for students? We heard some testimony, in fact, stating the opposite, that students are finding it harder to have programming. There's less available at local campuses that students are finding it less accessible to be able to access that faculty, or finding it harder to deliver programs. So we'd like to see where we are with that consolidation. How have the missions of these two very different entities when it comes to the purpose of community college and the function of state universities, how have they merged? How have we aligned the mission? What are the student outcomes? And also, equally importantly, what is sort of the financial product as a result of the consolidation? Has there been any administrative savings, or have we shifted administrative costs just to a centralized office? So this bill asks for a study for the Board of Regents to provide that information, to provide some of that data now that we've had some years looking at this consolidation, so that we can assess whether or not it is in fact producing the results that were promised. Mr. President, the clerk is also in possession of a technical amendment, LCO No. 3867, and I'd ask the clerk to please call that amendment.

Good afternoon, Mr. President. Good to see you up there. I rise in support of the bill that is before us, AN ACT CONCERNING OVERSIGHT OVER HIGHER EDUCATION. This is another bipartisan product of the Government Oversight Committee. Like I said earlier today, on a similar bill that expanded the auditors' recommendations to how our state government will operate in the future, this is another mechanism to provide transparency and accountability to our higher education services in Connecticut. The good chairman described the bill in some detail, so I won't get into all of the individual aspects of it, although I will point out that I think that having some direct accountability and reporting coming from the administration itself regarding a cost of benefit analysis of eliminating the central office, whether or not there was a significant percentage change between administrative positions or faculty positions, I think is important. A detailed comparison of the budgets before and after the consolidation, I think is important. I think the report that is required regarding personnel, I think, will be very telling to whether or not we're actually achieving any savings or efficiencies in this change. And of course, the final part of this is a strategic master plan that we would hope that any of our operations as a state government would include. What is our plan going forward for how we're going to operate for the benefit of the people of Connecticut that we represent? I'm very delighted with the majority of the policy that is coming out of the Government Oversight Committee. A lot of the other work that we do in this building can be somewhat contentious, but I think that we're working together very well with the notion that the people that we serve require and demand accountability from their state government. They should know how their money is being spent, what government officials are up to, what they are doing, and I'm delighted to work with folks on both sides of the aisle that seem to recognize that responsibility is real, and we are working together to try and make these things happen. I do think that a lot of these bills could go further, but I think we're off to a good start. And as I mentioned also earlier, I think having the first round of some of this reporting will lead to additional ability for us to put in new protocols, new protections, and new accountability. So, with that, I'm delighted to join my colleagues and sponsor this legislation, and I encourage my colleagues to adopt it. It passed onto the committee unanimously, and I suspect that we may have a similar result here in the Senate. And that's a good thing. When we can work together, I think that more times than not, we actually come up with good policy and put aside our partisan differences. I don't know that this will end up in the news today. I don't think that they tend to report, oh, the Republicans and the Democrats, they got along today. But it does happen, and I'm proud to report that this is one of those instances. So thank you very much, Mr. President.

Thank you, Mr. President. I do rise in support of the bill. I think Senator Sampson summarized it well in that it is a very strong bipartisan effort to bring fiscal stability and oversight to a department in our state which sorely needs it. With that said, I do feel that we can go a little further, or at least address one particular issue in terms of fiscal responsibility within the higher ed system here in Connecticut. Not only do we need more oversight like we're seeing here, which I do support, but we also need to address what occurred that led us to this particular position, where we felt compelled rightly to do something about oversight and finances within Higher Ed. And that is what we noticed with a purchase card system and misuse of it, particularly by the chancellor, Mr. Cheng, an individual that's getting paid nearly $500,000 a year. And when you think about how our hard-earned taxpayer dollars are sent to Hartford, and our constituents' hard-earned tax dollars are sent to Hartford, what $500,000 can do in places somewhere else that could do a lot more for the people of this state, as opposed to the salary of an individual that frankly was stealing money from the state of Connecticut on his purchase card. Again, this is an individual that was spending nearly $30,000 annually on a purchase card for steaks, lavish meals, travel, dry cleaning, things that clearly are not within the confines of what a purchase card should be. And instead of the governor, us here in the legislature, the Board of Regents doing what I believe was the right thing and saying that this individual needs to be terminated for this conduct, this individual was essentially given a no-show job. And the reason I say that is he was removed from his position as chancellor. There was a new chancellor appointed, but Mr. Cheng did not have his salary reduced. He continued to retain his $442,000 annual salary despite the fact that he was removed as chancellor. And he was given the position as "advisor to the board". $442,000, $500,000 of taxpayer money, our earned constituent's money going to an individual that was advisor to the board. Now, you would think that if you're getting paid nearly $500,000 and you're an adviser to the board, that you would show up to the board meetings. There has been numerous board meetings since Mr. Cheng was moved to this position, I believe, about six or seven months ago. And my understanding is he has shown up to zero of them, whether it be remotely or in-person. Again, $500,000 of taxpayer money, an advisor to the board getting paid that money, and you don't even bother showing up to the meetings? And what's even more glaring is we find out by, an investigative reporter that Mr. Cheng has sent a grand total of 42 emails as a $500,000 employee of the State University System and advisor to the board. He has sent a grand total of 42 emails in that seven-month period. We are having the taxpayers of this state, your constituents, pay $500,000 a year to an advisor of the board that sent a grand total of 42 emails over a seven-month period. Gosh, I could find a lot of better ways to spend that $442,000, and I think all of you in this Chamber would agree. And so, Mr. President, the clerk is in possession of LCO No. 3881. Thank you, Mr. President. So this is very simple, Mr. President. This would simply add the language of what is already good oversight or additional necessary oversight. We would add in that we're taking $442,000 that it's currently going to be going and has been going to Chancellor Cheng, and move it towards Meals on Wheels program. That's all this does. It takes the language of the terms we have here and then appropriates the $442,000 salary of somebody sending out 42 emails over a seven-month period, and sends it towards something that we believe is a much better priority and a much better investment. If the Board of Regents and others in authority are not going to terminate Mr. Cheng, who is continuously getting paid $500,000 a year to send 42 emails out and not go to board meetings, then we should be sending money towards areas of investment that are certainly much more beneficial to the taxpayer. And that's all this amendment does. I urge adoption, and I ask the members of this Chamber to join me in supporting this, I would call common sense amendment. Thank you, Mr. President.

Thank you, Mr. President. I rise in full support of the amendment that is before us. I want to thank my colleague, Senator Harding, for bringing up this particular amendment. I think it is exemplary in the sense that this is exactly what we should be talking about. When I hear the story of Chancellor Cheng and what occurred about six or seven months ago that came to light, someone in our state government that makes an extraordinary amount of money. There are very few people in the world that attain a level of salary surpassing $440,000 per year. That is the elite of the elite of the elite. And for someone in a position like that, given that type of authority, granted that type of tremendous support, and with the confidence of the people of Connecticut to betray it, to go beyond that salary, to abuse his position, to effectively steal money in the form of abuse of expense accounts, P cards, that type of thing, it makes my blood boil, frankly. And when I go back home and I talk to my constituents, many of whom can't afford to pay their bills, I have senior citizens who are afraid they might lose their homes because they cannot afford the property taxes, that they're currently paying, that are very likely to increase dramatically as a result of changes in valuations that are coming up, not to mention the failure of the state government to properly fund municipalities, causing those same towns to force massive increases on local property taxpayers. When I talk to those folks, when I talk to people who are trying to make difficult decisions about whether or not they're going to pay for their medication or pay their electric bill, or they're going to be able to afford to stay in their homes, or be forced to relocate, probably out of state, it really makes my blood boil. I really, really get upset because it speaks to the arrogance of some people, and I don't want to paint with a broad brush, but there are some people that are operating within our state government who feel that they are untouchable, that they can do whatever they want because they're in a position of authority and power, and that no one's going to say anything, and nothing will happen to them. And even when these stories reach the front lines, when they reach the headlines, there's nothing but a slap on the wrist. As Senator Harding just described, this gentleman is still getting paid. Now, not only did he have $500,000 a year job that was a pretty-cushy but important job, now he's got no job at all and he still gets the paycheck. So this amendment speaks right to the heart of this. Instead of taxpayers being responsible for giving this guy the ability to go out for $70 steak dinners, this amendment would allow that money to go help senior citizens afford to get more benefits from Meals on Wheels. I wholeheartedly support the amendment, Mr. President, and I encourage my colleagues to do so as well.

Thank you, Mr. President. And I thank my colleagues for their comments. I rise respectfully in strong opposition, however, of the amendment. First, let me say that the underlying bill doesn't have anything to do with Mr. Cheng. The underlying bill is incredibly important right now because we'd like to have oversight on a process that has already happened, to see whether or not students in our community colleges and our state universities are able to get the programming they need. A lot of them going on to become leaders in this state, many of them in this building. And so that's an important process to make sure that we're spending state resources in a way that actually promotes and enhances that education, both at the community college and at the state universities. So, that is the underlying bill. However, I appreciate my colleague's comments about the issues that did come up about the mismanagement of funds. One of the first things that we did as a Government Oversight Committee is to have a hearing on the audit report that in fact came out to identify the mismanagement of funds, which definitely needed to be addressed. And as a result of that hearing and the hearing on the audits, both in the Government Oversight Committee and in the Higher Education Committee, we had legislation that came out that created new parameters and new oversight and new accountability measures for the P cards. So we were responding when that happened. Now, I can't speak to Mr. Cheng's contract, but there are also sometimes contractual obligations that can't just be reneged upon whether they look popular or unpopular. So what this amendment will effectively do, because the amendment is taking $442,187 from Connecticut State University. So, when we have obligations that cannot be reneged upon, this money is coming out of the budget of the state universities that already desperately need more funding and are using every dollar as effectively as they can. So I strongly oppose this because we cannot penalize the state university faculty members, the students, the whole process of education that we should support as a priority in this state for this issue. And again, the issue of mismanagement, I note and acknowledge my colleagues' concerns around that, and that's precisely what we did when we had a Government Oversight hearing. It's been one of the functions, in fact, of the Government Oversight Committee. So, having a hearing on the audit and responding with legislation to make sure there is more accountability. So that has already been done. So I urge my colleagues to reject the amendment. Subsequently, I strongly urge support of the underlying bill. Thank you so much, Mr. President.

Thank you, Mr. President. Mr. President, I rise in support of the resolution here before us today. I'm grateful to Governor Lamont for asking former Senator Williams to serve in this role. Folks who follow votes in the Senate very, very closely may know that I have voted against many appointments to the Board of Regents for Higher Education in recent years. I think that the Board of Regents has been very challenged for a variety of reasons. And I think that the consolidation of our community colleges in particular has been a real mistake for the state of Connecticut. However, I see new hope in the fact that Senator Williams is being appointed to this board, having a voice like his, as strong and as smart as his is for not just Northeastern Connecticut, but for the entirety of the state of Connecticut, I think is a really strong thing for our board moving forward. And again, I want to compliment the governor for making this appointment. I do hope that his appointment and the appointment of a few others will change the direction of the Board of Regents and have it be something we can have more confidence in, the decision making of that board, and that students in particular can have confidence that there's a public system of higher education that's truly accessible to everyone in our state, and that our institutions, our community colleges, and our state universities are supported in a way that allows students to thrive and succeed. And then, particularly, Senator Williams is uniquely qualified for this position, having served, as Senator Duff mentioned, in this Senate for over two decades, serving as the leader of this Chamber for more than a decade. His knowledge base in terms of the landscape of the state of Connecticut is vast. And there are a few people who are more thorough in their research. I know that Senator Williams has already been and will continue to be a dedicated member of this board who is thinking outside the box with his leadership for this system of public higher education. And that the kind of commitment, many of my colleagues, he was my predecessor, so I did not serve in this circle with him, but many of my colleagues saw as a member of the state Senate. They saw his intellect. They saw his dedication and his work ethic. And I know that he will be a great member of this board. And again, I do want to compliment the governor for this selection, and I hope that my colleagues will also support this nomination. Thank you, Mr. President

Thank you, Mr. President. Good to see you. Yes, I rise in strong support of this, and I have two different lenses that I'm looking at this through. One, as the Senate Chair of Higher Education and I know firsthand really the important role, the critical role that higher education plays for Connecticut. There is no larger economic engine in the state than higher education, and we got to get this right. The stakes are really, really high. And so, as somebody who, along with my colleague, Representative Haddad, and the rest of our colleagues on the Higher Education Committee, as someone who thinks a lot about the challenges that higher education faces and how we tackle them, we need very, very strong leadership with the Board of Regents, and Don Williams is a perfect fit. So, through that lens, strongly support it. And then also, Don Williams has been a mentor to me, a friend now. I worked very closely for him for nearly a decade, and I cannot think of a finer, more honest, more dedicated and decent man and public servant than Don Williams. I saw him under incredible amounts of stress behind closed doors, negotiations. I mean, you name it. And he never lost his cool and he never treated anybody unfairly. He always treated every single person with respect. And I know he's going to be a great, great addition to the Board of Regents. So, I hope my colleagues can all support Don Williams. Thank you.

Thank you very much, Mr. President. Speaking in enthusiastic support of the Resolution, along with my colleagues, as former Senator Williams and I were colleagues here for 22 years. We came into the Kissel. It was also his first session. And as the previous speakers have said, Don Williams was a superb legislator, thoughtful, hardworking, visionary in many ways and highly principled. More to the point of his nomination to the Board of Regents though is that he always showed a very, very strong and detailed interest about the fine points and granular aspects of Higher Education Policy. Obviously, in his district now represented by Senator Flexer, maybe the only one that has three elements of public higher education, but the University of Connecticut and Eastern Connecticut State University, and also Community College. So, he was conversant with all of those. And during his time here, he was a leader as a Senate leader in supporting the CSU 2020 bill, which created a large fund for improvements on the capacity of capacity and facilities for all of the state universities around the state. Similarly, for the community colleges, he helped institute what was over $300 million project in capital improvements to infrastructure in the state's community college. Colleges throughout the state was interested in making sure that the community colleges provided what the students attending them needed, whether or not they were coming there right out of high school at age 18 or 19 or returning to school at age 30 or 40 or 50 discovering a need for more knowledge and more credentialing as they went along. That was a real passion and a commitment of his. In addition, and I think it's appropriate for him to serve on the Board of Regents, that he himself was also a scholar during the years that he was serving in the Senate and as president pro tem. He wrote a definitive biography of Prudence Crandall, our state heroine, that was published in 2014. It was titled Prudence Crandall's Legacy: The Fight for Equality in the 1830s, Dred Scott, and Brown V. Board of Ed, really sweeping history. So, he has a strong interest and commitment to scholarship, rigorous research, and I can't think of anyone who will bring as much as he will bring to the Board of Regents. I commend the Governor for the appointment. I agree with Senator Flexer that the Board of Regents has not been the strongest body in state government in quite a while. And I think it's going to get a major upgrade with Don Williams being there. Thank you, Mr. President.

He's certainly worked in earnest at the Office of Policy Management in his capacity as secretary. He did come in to the Executive and Legislative Nominations Committee. Did a very good job there. He did pass unanimous, and I would urge adoption. Thank you, Mr. President.

Thank you, Mr. President. Sorry, Senator Looney. Thank you, Mr. President. I rise in support of the Resolution before us. Mr. President, I think you can see from the last two nominations that Brooklyn, Connecticut, is clearly the center of the universe. There's no such thing as this Brooklyn New York people assume we're talking about when they say Brooklyn. It's Brooklyn, Connecticut. But all joking aside, Mr. President, I'm really pleased to have the opportunity to stand again in support of a nomination and compliment the Governor for his selection of Josh Wojcik as the Secretary of Office of Policy and Management. As Senator Duff stated, he is an alum, if you will, of this Senate as well. Not having served as a state senator, but as a member of the Senate staff. And soon to be or currently secretary, Wojcik, I know, is going to do a great job with this position. Senator Duff did not mention that he is both a proud alum of the University of Connecticut and like me, a proud alum of Killingly High School. And his appointment to this position is a real point of pride for many of us from Northeastern Connecticut. It's no secret to anyone here in this circle that this is one of the key posts in state government. In many ways, one of the most influential positions and influential advisors to the Governor. And so, to have someone from our corner of the state is really, as I said, a point of pride and really something for young people, particularly in Northeastern Connecticut, to look at and aspire to that someone from Killingly High School is in this key position as a Governor's budget director here in the state of Connecticut. Mr. President, Secretary Wojcik is also someone who's really honed his policy chops over the years, both having started working here with many of us in the state Senate, and then his work in the Comptroller's Office. A real expert on healthcare policy. I think the state of Connecticut is going to be well served by his leadership particularly in that area in the years to come. I know that a couple of years ago, I was so pleased to be listening to a radio news broadcast on NPR one day and heard national expert, Joshua Wojcik, as part of a story that was being run nationally on NPR. Just one of the many examples of the work that he's done in his career that's led him to be asked to be in this position. Mr. President, I think that Secretary Wojcik has a great affect to him, a sensitivity, an intellectual drive that will lead him in this work as a Secretary of the Office of Policy and Management. And, again, I want to compliment Governor Lamont for making this nomination and also to say that Secretary Wojcik is also a small business owner. He and his wife, Wendy Garosshen, own a small business in Northeastern Connecticut as well. And so, he brings to this role a wide array of life experience, and I'm very pleased and proud to be able to support Killingly High School alum Secretary Josh Wojcik. Thank you, Mr. President.

Thank you very much, Mr. President. Speaking in enthusiastic support of the Resolution. It's an interesting coincidence that Secretary Wojcik's nomination follows that of Senator Williams because he was hired by then Senate President Williams to be a staff member here, the Senate Democratic staff. He was an expert on statistics and demographics. And in fact, he was our statistical expert for the process year. That's when I was majority leader then and got to know Josh very well at that time. I was impressed by his detailed policy analysis and just understanding of numerical trends and seeing and recognizing relevant patterns. Shortly after that, he left our office to go to work for then Comptroller Kevin Lembo. And there, he worked his way up to becoming the major policy expert in the comptroller's office on Health Care Policy, Health Care Benefits and continued doing that after Secretary Lembo retired from that position and was succeeded by another former legislator, Sean Scanlon. And he worked very hard there as well until coming back to another branch of state government now, the executive branch as Secretary of OPM. But he comes to OPM with an unusual background because of his prior experience working both for a constitutional officer and his experience here in the General Assembly. But I think one of the things that I'm most enthusiastic about is his expertise in health care issues, health care analysis, issues related to benefits, issues related to insurance. We need someone in that highly sensitive position of OPM Secretary who does have a particular sensitivity, grasp and understanding of those issues and is now in a position, I think, to help shape policy in a positive way and have influence within the administration in that regard. So, I'm very enthusiastic about that choice. I commend the Governor for it very, very much, and look forward to Joshua Wojcik's continued service because he is a gifted individual and we're very fortunate to have those gifts working on our behalf.

Thank you, Mr. President. Mr. President, it's good to see you there. Mr. President, I move acceptance of the Joint Committee's Favorable Report and passage of the bill.

Thank you, Mr. President. Mr. President, for far too long, the people in our State who are going through refractory depression and post-traumatic stress disorder, they have tried various treatments to be able to help them. Unfortunately, there are not a lot of options that are available in those situations. And we have seen a lot of individuals hurt themselves and then commit suicide. About in 2022, this body voted and was able to have the psilocybin or an MDMA as a treatment for a pilot project that was initiated. And this was focused on helping our veterans who had actually requested that a bill like that would be passed so that the ones who are in our state would be able to have the treatment that has been promising. That bill, while it passed in 2022, was funded in 2024 and 2025. And right now, the bill has a language which suggests that if these medicines were going to be approved by the FDA, that pilot study would stop. And the concerns have been raised by a number of veterans who are benefiting from this study. And so, the current Veterans Mental Health Leadership Coalition as well as the scientists who've been working on this and showing amazing results for individuals, they have requested that language be modified, and the language be modified to make sure that if the FDA approval occurs, and FDA or DEA approval does occur, there is an opportunity to continue the pilot study. And then the second thing is they requested that this be opened with the same criteria that are there for people who are not veterans, but to be able to expand it to others as well. Mr. President, this bill, what it does is specifically make sure that the individuals with refractory depression and post- traumatic stress disorder would be able to get a promising treatment. This is not legalization of the medications, the psychedelics. This is not legalization of psychedelics. I just want to make sure people don't get confused. One of my colleagues was confused initially, so I thought it's worthy to mention. These medicines are only used under specific controlled environment under the guidance of experienced individuals at an institution which has experience in dealing with it. With that, Mr. President, this is going to save lives and help individuals, and I would urge our colleagues to support this. Thank you.

Yes. Good afternoon, Mr. President. I rise in support of this bill. This is something that the Public Health Committee, as you heard from the good Senator Anwar, had looked into quite a few years ago now. Wow. It's almost four years. It's a long time. As you all know, that we are and continue to experience mental health crisis in Connecticut and actually across our country. And this treatment is really designed for veterans and hopefully, someday, trauma survivors. When traditional methods for treating that don't work, therapy and pharmaceuticals may help some, but don't help everyone. This idea of this clinical trial is really emerging science-backed complimentary approach to treating PTSD and severe depression. It is not a replacement. Psilocybin may actually, in some of the studies I've read, look at increasing neuroplasticity, which is the brain's ability to rewire itself. Patients can break out of the rigid trauma loops and the negative thoughts that they have when they are in severe PTSD and severe depression. And PTSD often traps individuals in competitive repetitive fear responses, and these therapies that we're providing here under a clinical trial may help reset some of these pathways. As you heard from the good Senator, this is a guided clinical approach. Psychedelic assisted therapy has shown to increase openness during therapy. It allows a patient to relive the trauma in a way that is not overwhelming to them. Patients have reported faster breakthroughs, and the FDA has actually labeled this "as a breakthrough therapy". That's breakthrough therapy status that it has been given. Sometimes patients have long lasting effects in just one or two sessions. It helps reduce hypervigilance, anxiety, depression, PTSD. It improves the mood, and many patients report peace, clarity, and connection that they haven't felt in years. It also can help decrease the reliance on pharmaceuticals because some patients take this therapy intermittently, they don't need it forever, and it's because of its potentially long lasting effects. The one thing about this therapy that I think is really unique is that it's focused on the patient. It's patient-centered approach, treating the root cause of trauma. This is not about recreational use. I know that there's been some concern about this. This is clinically supervised, carefully dosed application of medicine coupled with integrated professional therapy. So, you're not just giving somebody a dose of psilocybin. They have a guide, and they're working with the therapist at the same time. And I think it's really important that this body, I think that we owe it to those living with trauma, especially those who have served our country, who are first responders, who have served us in many different ways that we explore every safe and effective option, not just the ones that we're comfortable with, but ones that show potential that we may not necessarily be comfortable with. This isn't about changing who people are. It's about reclaiming who they were before they experienced the trauma, and I think that we owe that to especially individuals that have served our nation and serve us every day. I fully support this bill, and I request and ask that my colleagues join me in supporting it. Thank you.
