Joining us in the Senate Gallery is the Quincy Notre Dame Pom pon squad, who recently captured the 2026 Illinois Drill Team Association Class 1A State Championship. They secured this impressive victory by more than 30 points with their "Welcome to the Jungle" routine. That sounds like a good -- routine for this Capitol. This marks the program's 12th State Championship in just 16 years, and their first since 2023, which is an extraordinary testament to their consistency, discipline, and talent. I want to extend my sincere congratulations to these outstanding athletes, Coach Jennifer Duesterhaus, and their families on this well- deserved achievement. Please join me in giving them a warm Senate welcome with heartfelt congratulations.

Thank you, Madam President. It is my honor to introduce some of the students from the Spanish Club at Beardstown High School. Their teacher, Gabriella Montoya, and the staff from the Illinois State Museum. The Spanish Club at Beardstown High School has been working on an extraordinary project with the museum. Led by their teacher, the students collaborated with the museum and IDNR staff for more than two years to create three exhibits exploring the identities as immigrants and first-generation Latino students, as well as their community and culture in Beardstown, Illinois. The students developed and wrote the exhibits themselves, facilitated by the museum staff. Their efforts were recently honored with the Superior Achievement Award in community partnerships from the Illinois Association of Museums. Their exhibit, "Mi Casa es su Casa" is currently on display at the Illinois State Museum, and I invite you all to come to this evening's special legislative event to view and interact with the students and their award-winning exhibit at the Illinois State Museum this evening, beginning at 5:30 until 7:45 p.m. And please, join me in congratulating them on their award and their achievements. And I know people are asking why the Senator Villanueva a southwest sider, cares about Beardstown? And that is because when I was an organizer, an immigrant rights organizer, I would take the drive down to Beardstown and work with the incredibly vibrant immigrant community in Beardstown. That does exist, because immigrants are everywhere in the State. Thank you and join me in congratulating these incredible students on their work.

Ladies -- Ladies and Gentlemen of the Senate, I'm super excited, today, to have up in the gallery our Saline County CEO program, our students that are juniors and seniors in high school within the County of Saline. If you -- and I'm going to have them rise. But, Saline County CEO - CEO stands for Creating Entrepreneurial Opportunity. And these young entrepreneurs have created a business plan to be able to take a business model and hopefully maybe have a career at it one day. These are selected by the -- the four cities within the Saline County. We have their joined with our facilitator, Tina Norman and actually one of our all-time heroes of Saline County, CEO Alex Watkins, who's helping escort. He has a business that he created ten years ago that's still brick and mortar, with -- with great success. These students are special, and I just like to ask the Chamber to acknowledge them and give them a round of applause and welcome them to the Illinois State Senate.

Today I have joined with me, an individual that served on our Youth Advisory Committee. This is Preston Bartel and Preston is a student at Tri-City. He'll be graduating in 2027. Preston has a GPA of 4.2. He works at a -- as a pharmacist technician at Hy- Vee Grocery Store here in Springfield. He is the corner, which I just learned what a corner was - on the varsity football team, because Senator Anderson told me what that was, I had no idea. And he's working toward a 315-pound bench press, he told me. He is also on the Tri-City Spanish Club, and he's the President, and he's taking many college classes at Lincoln Land Community College. Senate Bill 3020, is an initiative of the Illinois Domestic Violence Coalition -- Illinois Domestic Violence Coalition, and it amends the Illinois Domestic Violence Act and Code of the Criminal procedure. It modernizes the definition of harassment to include surveillance through electronic means, the non-consensual dissemination of digitally altered sexual images and contents of docking. So, this bill is to protect domestic violence victims and also provide that the court in any county, not just the court in the county with a population of more than 250,000 people, shall grant a request for remote hearing unless good cause is shown or denial for an order of protection at which the petitioner and respondent and applicable matters. So, essentially, it increases access to justice for domestic violence survivors. Expanding, as I mentioned, the virtual hearing for orders of protection for all counties. It protects victims from harassment of surveillance via technology and much needed updates to many ways abusers use technology, electronic devices and artificial intelligence to cause harm. And it clarifies how and when the victim can obtain an extension on their order of protection. Standardizing legal practices across Illinois and codifying cases in law. I know of no opposition, and I'm happy to answer any questions.

In 2025, the General Assembly passed Senate Bill 1504 to ensure youth in foster care have the tools, information and support needed for successful adult living. The law established two things - it established individualized, youth driven transition planning and court oversight through successful Transition to Adulthood Review, which is the "Star hearings". This bill is widely supported, including statewide Youth Advisory Board to the Department of Children and Family Services. Additional provisions identified by SYB were not included due to timing constraints. So, Senate Bill 39 -- 3196 builds on that foundation. And I would tell you, as a former youth in care, who was transitioning out of care, I find that it's really important that we make sure young people transition into stability, which is why I'm, you know, bringing this bill forth. So, the key provisions that 3196 does is it ensures youth participation in the court hearings, it expands financial literacy and transparency, it supports access to essential documents, and it elevates the youth's voice in policy development. And so, I will ask my colleagues to please vote Yes for Senate Bill 3196.

Madam President, today I present Senate Bill 3951. This bill allows a unit of local government to place a four-inch blue pavement marking on a street or a road to indicate the location of nearby fire hydrants or water supplies. Before any markings are placed, the local government must obtain an encroachment permit from the agency with jurisdiction over that roadway. This does not apply to freeways or freeway ramps. The idea came from a local firefighter back in my district. He shared how helpful that these markers are in rural areas, especially where finding a fire hydrant can save precious time and lives during an emergency. States like Florida, Georgia and Alabama already currently use similar markers. There's no known opposition, and the bill passed Local Government Committee unanimously, and I respectfully ask for your support.

Starting today, the Secretary of the Senate's Office will have vote intention sheets available. On these sheets the Senator can mark whether he or she wishes to vote Nay, Present or not vote on a particular bill on the Agreed Bill List. If you fail to do so, then the roll call for each bill on the Agreed Bill List will reflect the vote which you cast on the Agreed Bill List Order. For example, if I do not file a vote intention sheet and then I vote Aye on the roll call for the Agreed Bill List, the roll call for each bill will reflected that I voted Aye. Senators, if you wish to file a vote intention sheet, you must file the sheet or sheets with the Secretary of the Senate no later than 10 a.m. on Thursday, April 16th, 2026.
