Is that okay? Representative Smith?

Yes, Mr. Chair, thank you. And sorry, I was confused with the previous bill.

Basineckerother

No worries.

N2

We're running this amendment to fund a 0.7 FTE at the Department of Education to audit new concurrent enrollment courses. Understanding the tough budget environment this year, CU has agreed to take an $80,000 budget cut for two years because increasing access to these college courses is a priority for higher education as a whole. With this cut, this will create a budget-neutral change, and we hope to have a yes vote.

Representative Gilchrist and Bradfield. Welcome. Committee members, do we have any questions for our bill sponsors on 1227?

Josephother

Representative Taggart. Thank you, Mr. Chair. And pardon me, I should know the answer to this, but on page two, and it influences my decision, so I want to make sure I understand this. On page two under background, it talks about decreases from ORPC and OCR, and I just ask if those were already in the long bill, or are they part of this particular bill to more than offset the $225,000? I just don't recall.

Tuttonother

Representative Gilchrist.

N4

Thank you, Mr. Chair. So the amendment that we're bringing today, L006, reduces the fiscal note to zero, so they are not going to need the additional. Yeah.

Tuttonother

Thank you. Okay, additional questions? All right, seeing none, as you mentioned, Representative Gilchrist, you have an amendment, L006. Would you like us to move that at this time? Would you like to talk about it, I guess, a little bit more? Yeah, go ahead.

N4

Thank you, Mr. Chair. L006, as I stated previously, we worked with stakeholders to reduce the fiscal note, and so that is what is before you today. Also, just want to make a quick comment. We had in the hearing a robust policy discussion about this bill. We're proud that we have brought stakeholders along. There were several folks in the committee that perceived the Office of Respondent Parent Counsel to have paid for a witness to testify. We have confirmed that that has not happened, so I just want that to be on the record and make sure that that's clear. So with that, I ask for a yes vote on L006.

Tuttonother

Okay.

Titoneother

Madam Vice Chair. Thank you Mr. Chair I move L006 to House Bill 1227. Seconded by Representative Patone. Are there any objections to L006? Seeing none L006 has passed. All right any additional comments? Representative Joseph. Thank

Representative Brooksother

Yeah, Representative Bottoms. I do have a question that seems that many of the bills seem to fall in this category where we're extending out to 11 years. My thought process is within the time of the eight-year representative block that somebody can survey years, why would we extend it to 11?

Tuttonother

Sponsors. Representative Baysenacker. Thank you, Mr. Chair, thank you, Representative Bottoms. I think there a couple thoughts there The first is that these processes do incur a cost to go through and I think that something to be mindful of The second is the legislature can make changes to the Division of Real Estate at any point through statute should they so desire And I think the third piece to consider is that while eight years is certainly the term limit in this body, if you look at the data, very few of us actually serve for that full eight years. So even to reduce it to that number wouldn't probably capture sort of, I think, the intent, which I share, which is some sort of institutional knowledge as to what has happened in the previous sunset. So that's why we've left it at 11 years per the recommendation. Thank you, Representative Beysnecker. Additional questions? All right, seeing none, sponsors, do you have any amendments? Committee members? Seeing none, the amendment phase is closed. Any additional comments from the committee or from sponsors? Seeing none, Madam Vice, sorry, Representative Beysnecker.
