The first order of business is to approve the minutes from the previous committee meeting. Without objection, the minutes will be approved. Hearing no objection, the minutes are approved and are part of the record. Lay of the land, we are going to handle the capital budget here in a moment. We are then going to recess. We are waiting on some LSE revisions to Senate Bill 315 with the caveat that I could be wrong in my timing, but it looks like we're in caucus in the majority side until about 1.30, so reconvening would be sometime in that time frame. So, as always, check your email, check your text. We will try to get folks as much advance warning as possible, but we will be breaking so that LSC can finish that drafting work. Yes, Mr. Chairman, and there is a comparative synopsis that is on the website now, I'm just going to hit wave tops here on a few of the key provisions of 795 from the House that we moving into Senate Bill 315 The bill increases penalties for Medicaid fraud It requires prior authorization for all therapeutic behavioral health services prescribed within the Medicaid program and prior authorization for personal care services under home and community-based services waivers. The amendment requires electronic visit verification, GPS tracking for providers of home and community-based services. It requires the Ohio Department of Medicaid to develop a standardized onboarding structure for new Medicaid-eligible providers. It creates a dashboard to track electronic visit verification data. It grants both the Auditor of State and the Attorney General subpoena powers. It requires an in-person on-site inspection prior to becoming enrolled as a Medicaid provider. Upon the identification of credible evidence of fraud or materially inconsistent billing, it requires each Medicaid MCO to make a report to ODM, which shall be referred to the Attorney General's office. It specifies that the bill's requirements for prior authorization of personal care services applies when the personal care services that are requested exceed the amount or scope of services described in a written plan of care or individual service plan for an individual and requires that ODM process those requests within 48 hours. and it adds language that would exempt live-in family caregivers from the GPS tracking requirements established in the bill.
Thank you, Vice Chair Davila. I'll just add, I know that some of this work began in the Medicaid Committee and in the maneuvering to get bills done on time. We're ending up here in finance. But just to reiterate, everything relating to family caregivers being paid has been removed from the bill. Everybody who's being paid as a family caregiver will continue to be paid as they have to this point. All those provisions were removed earlier in the week and in fact, as Vice Chair DeVilla mentioned, the EVV and GPS also will not apply to live family members providing home care So with all of those changes are there any objections Hearing no objections the substitute bill becomes part of the bill I recognize Vice Chair Davila now for a motion Thank you, Mr. Chairman.
