Sorry. Senator. Thank you, Madam President, for the opportunity to present AB 1650 on behalf of Assemblymember Coloza from Los Angeles. AB 1650 is about three things, safety, transparency, and accountability. Since summer 2025, intensified ICE enforcement across California has raised serious concerns about oversight and public safety, particularly the use of unmarked rental vehicles to arrest, detain, and transport members of our communities. When government vehicles are not clearly identified or equipped with appropriate safety measures, the public may not be able to distinguish legitimate law enforcement from bad actors That lack of transparency can create opportunities for abuse and erode public trust These practices create fear and confusion for the public and especially for those subjected to government force. Rental car companies are also being placed in the middle of this issue with their vehicles used in enforcement operations without clear notifications or consistent safety and identification standards. AB 1650 is a straightforward step toward protecting our communities and restoring trust. The bill requires privately owned vehicles rented or leased to a government agency for enforcement purposes to be clearly identified with decals and establishes enforcement mechanisms to ensure compliance and accountability. For these reasons, I respectfully ask your aye vote on AB 1650.

AB 2009 modernizes plasma donation laws by expanding donor identification options and allowing qualified health care professionals to conduct pre-donation screenings. Plasma is essential to life-saving therapies for people with rare and serious conditions and because it cannot be manufactured it must come from donors. Yet California is one of only 10 states that does not collect enough plasma to meet the needs of patients here at home. Sunday Bill 2313 by Senate Member Berman and Aquanita Energy.

Thank you, Madam President. I rise to present AB 2313 on behalf of Assemblymember Berman. AB 2313 would give customers with a planned service line replacement the option to instead discontinue their gas service and use a portion of those funds to electrify their home. If a customer doesn't want to electrify, then their service line replacement would continue as scheduled. If a customer chooses this option, it will make the transition to clean energy more affordable for their family, while also reducing costs for all gas ratepayers as it avoids unnecessary spending on their service line. AB 2313 will provide long-term savings for all ratepayers, avoid stranded assets, promote public health, and expand energy choices for Californians. I respectfully ask for an aye vote.

Assembly Bill 2318 by Assemblymember El-Hawari, an act relating to law enforcement.

Thank you, Madam President and colleagues. Today I rise to present AB 2318 on behalf of Assemblymember El-Hawari. This bill would make it unlawful for law enforcement to deny, delay, or fail to facilitate access to medical evaluation or treatment for an individual under law enforcement control if it is safe and reasonable to provide access. The bill would also require law enforcement to document any incidents in which medical access is denied or delayed at the scene of an incident. This received national attention earlier this year when Renee Nicole Good was shot point-blank while exiting a protest in Minneapolis. Eyewitness video shows ICE agents denying timely medical aid offered by a bystander leaving Renee dying in her car for crucial minutes while awaiting other medics. We cannot have repeats of this in California. AB 2318 is a Latino caucus priority and a critical step in increasing transparency and accountability across access to urgent medical treatment at the scene of incidents. Assembly Constitution Amendment 7 by Assemblymember Jackson, an act relating to government preferences.

Thank you, Madam President. I rise today on behalf of the California Legislative Black Caucus to present ACA 7, which is a Black Caucus priority bill. We say that every Californian deserves the same chance to succeed. But for that promise to mean something, opportunity must be real for everyone. For three decades after Proposition 209, we can see that a one-size-fits-all approach has not erased the disparities that continue to affect underrepresented communities. In California, black students are far less supported in reaching grade-level standards, with a 29-point gap in the percent of students proficient in ELA and a 31% gap in proficiency when compared to their white peers. Among Latino students, 39% of Latino students meet or exceed ELA proficiency, and only 26% meet or exceed proficiency standards in math. We also see disparities based on gender. Girls remain underrepresented in STEM courses, such as AP Computer Science, and that disparity does not end after high school. women make up about 42% of California's workforce yet only about a quarter of those working in STEM careers. When data tells us that certain groups of students are consistently struggling we should not be afraid to acknowledge who those students are. Recognizing a disparity is not discrimination it's how we begin to fix it. If a school sees that a particular group of students is consistently falling behind that school should respond with the support those students need, whether that is tutoring, mentoring, counseling, or academic intervention. Giving tools to support students who have been left furthest behind does not take away the opportunity from other students. History has already taught us that changing a law does not mean the effects of inequities simply disappear. Brown versus Board of Education declared racial segregation in public schools unconstitutional. It changed the law and and it changed this country. But a law can be race and gender neutral on paper while the disparities experienced by our students remain very real. Changing the law was necessary, but it did not erase our history, undue generations of unequal treatment, nor automatically create equal opportunity. Disparities in educational opportunity and achievement gaps do not disappear simply because the law becomes race or gender neutral. If these disparities remain, we must be willing to use the data to address it. ACA does not say that one race or group matters more than another. It recognizes a simple truth. Different races and communities can face different barriers, and sometimes different barriers require different solutions. We cannot say that we committed to closing the achievement gap while limiting the tools available to close them. This is not about lowering standards or taking something from one student to give to another. It is about recognizing where disparities still exist and giving California the ability to do something about it On behalf of the California Legislative Black Caucus I respectfully ask for your aye vote on ACA 7

Thank you, Madam President and members. I rise in strong opposition to ACA 7. The amendments make the measures' intent clear. ACA 7 expressly calls for race-conscious policies while removing K-12 education from Proposition 209's equal treatment protections. As the only Korean-American serving in the Senate, I am particularly concerned about the impact on Asian-American students. Families should never worry that their child's race would be used against them. The amendments claim that race-neutral alternatives have failed. I reject the premise that California must choose between ignoring educational disparities and treating students differently because of their race. This legislature prides itself on helping struggling students based on income, academic need, language barriers, and other measurable challenges. Every child deserves to be treated as an individual. They should not be treated differently because of their race. For these reasons, I respectfully oppose ACA 7. I urge your strong no vote.

Thank you, Madam President. I rise in strong support of ACA 7 by Assemblymember Jackson. And as the chair of the Senate Education Committee, have seen this constitutional amendment move through my committee and want to express not just my support for this issue, but also offer a little bit of an explanation in terms of where the author is coming from. You know, the need for this bill is because there has been oftentimes a misinterpretation of this law after Prop 209 was signed into law. Obviously, many of our educational institutions wanted to be mindful of following the intent of this law and implementing it with fidelity. But what that has led to is hesitancy, sometimes from our academic institutions, to want to implement policies or implement programs that are going to provide support to our various ethnic groups. And there is nothing wrong with doing that. We want our educational institutions to be able to provide targeted supports. Now, just a moment ago, you heard from the good senator from Orange County who mentioned that as he is a Korean American and is a part of this caucus and is concerned about Asian American communities. The Asian American diaspora is large. There are various needs that our API communities have. And as somebody who has a stepmother, as far as many family members who are Filipino, our Filipino brothers and sisters have different needs than our Chinese American brothers and sisters, than our Korean American brothers and sisters. But we cannot look into the needs of those various communities if we're not looking deeply into the data, if we're not discussing. aggregating data, and if we can't build programs to meet the various cultural needs of those communities, and we continue to ignore what data and what statistics are telling us, then we are setting up communities for failure. And why would we do that? We have science to prove that when we meet the needs of our various communities, whether they be Black, Latino, Asian, or even other communities, we see that there is success. We know that income plays a role there as well. So all of this data is important, and we need to empower our academic institutions to be able to build programs and responses that are going to meet our students where they're at so that they can succeed. I urge an aye vote on ICA 7.

Thank you, Madam President, ladies and gentlemen of the Senate. I rise to respectfully oppose ACA 7. Unfortunately, I have serious concerns about this measure and the consequences it will have on education in California. For 30 years now, Californians have consistently said that governments should not discriminate against or give preferential treatment based on race, sex, ethnicity, or national origin. Voters made this clear in 1996 with Proposition 209, and again in 2020 when they overwhelmingly rejected Proposition 16. ACA 7 is another attempt to chip away at constitutional protections after voters have already spoken on this issue multiple times. While this measure is framed as limited change, the impact will be insurmountable. ACA 7 will leave us vulnerable to large areas of policy and public education open for race and identity-based decision-making in programs that are already protected by Proposition 209. This legislature has passed many bills that uphold the idea of equal access to education and other opportunities, but when we decide to grant preferential treatment to certain individuals based on race or identity, we are clearly voting in laws that promote discrimination rather than basing it on economic or ability need. California needs to promote equal opportunity and access to all. It is extremely irresponsible that we continue to bring forward measures that will take these fundamental principles away. In committee I want to highlight that I asked a question as to what models or programs were they considering or would be considered that would not fit under economic need or under a physical disability or mental disability that needed to be based on race. At the time there was really nothing that was brought up to par and so it made me question what what is it that we are not be able to cover under those needs just summation acute and i also want to address the 40 percent 42 percent of women in the workforce um that we don't have a higher percentage in the workforce i also want to mention the fact that there are many many women who choose to be home while their babies are small or young and we need to be able to respect that in that in that percentage so needless to say I cannot we cannot as a legislature continue to make the same mistakes I strongly urge a no vote

Thank you, Madam President, and I appreciate the conversation, and I stand in enthusiastic support of ACA 7. there was talk about equal opportunity for all, and certainly that is what ACA 7 is. It's the chance for all voters in California to make a decision on whether we're going to ignore disparities that continue to keep our educational system in crisis, or are we going to face it and deal with it head on. ACA 7 is about equal treatment under the law, and it is about also not ignoring unequal condition. For nearly 30 years, we have adopted a policy that has forced us to turn a blind eye to the disparities that continue to ravage our educational system. And we believe that California has to respond effectively and responsibly. And that is exactly what ACA does by giving voters the choice. That is simply what this bill is saying. It is about making sure that civil rights, what's left of it, that we can continue to build and protect all of our Californians, especially our most vulnerable, our children, so that we can have a brighter future. We are a people of color majority. And as a woman who's been in the minority most of my life, I want to say ACA is about making sure that we make sure that all people, including minority populations in the state of California, whether they be black, white, or Latino, have the opportunities that they deserve. And that is exactly what ACA 7 does. And with that, I respectfully ask for an aye vote.

Thank you, Madam President. Colleagues, I rise in respectful opposition to ACA 7. And I want to speak about this personally as a Latina and as a mom. I understand the frustration of this measure. There are real achievement gaps in California. There are kids growing up without the same opportunities from kids just a few miles away. And we should care deeply about fixing that. But I reject the idea that the answer is to treat children differently because of the color of their skin. ACA changes the constitutional protections that Californians adopted under Proposition 209. And today our Constitution says government cannot discriminate or grant preferential treatment based on race, sex, color, ethnicity, or national origin in public education. This measure narrows that protection and explicitly declares a state's interest in using race-conscious measures in our schools. As a Latina, I don't want my daughter walking into a classroom and having government decide what she needs, what she is capable of, or how she should be treated just because of her last name, just because of the color of her skin. I want her judged on her character, on her work, and on her potential. If Latino kids are falling behind, then let's fix failing schools. Let's demand literacy. Let give parents choice real choice Let make sure a child zip code doesn determine the quality of their education But don divide our children into racial categories and call it equity Our kids deserve opportunity because they are children, not because they checked the right box.

Thank you, Madam President. I rise in strong support of ACA 7 by Assemblymember Jackson, Dr. Jackson. Oftentimes we talk about not treating our children differently. The problem is that we have treated our children differently. And as a result of that, so many of our children were set up to fail. That has got to stop. We talk about equality. It isn't equality because we cannot treat all children equally when we have treated them differently for so many years. They are not at the same. They've not been treated the same. There are some who have been treated in a very favorable way and have received information and opportunities in a favorable way. What we need is equity. And if some children need the extra assistance to bring them up to the same level as their peers, that is our responsibility. This is putting it to the voters. This is not us deciding. This is saying we want the voters to make this decision and this distinction. I respectfully ask for your aye vote.

Thank you, Madam President. I want to thank all of those who stood up to engage in this very lively conversation. I want to address a couple of points that were made up by some of those who spoke in opposition. First, from the senator from Irvine. I want to make sure that people understand that race and income are not interchangeable. And even though we look at income, that is not the same as race. because students of color who are not living in poverty still face discrimination, lower access to advanced coursework, and disparities in discipline or expectations. As someone who is not of lower income, very educated, I have personally experienced disparities with my own two black male sons. Research has very clear and very consistently confirmed that disparities exist exist even when we control for income level. So need-based programs to address things like poverty, but they don't address race-specific structural barriers that persist regardless of income, are not going to help our children here in California. I want to acknowledge what the great senator from Yucaipa said. And I wish I could have been in on that hearing. I was not, I'm not the primary author, so I wasn't presenting the bill, but I can give you a very clear example of what I personally tried to do, but could not because of Prop 209. We know that there's an issue with our academic achievement. We know that for generations, we have had black students at the bottom when you're testing for math and English. And so when I came here, I had a bill, AB 2774, that would have taken some LCFF funding and focused it on the lowest performing achievement group based on race I could not get that bill to the governor desk because of Prop 209 That would have helped direct funding not to black students, but to schools that had high black populations of students, so that they could provide after-school tutoring or extra mentorship, not specifically for black students, but to help raise that entire school that had a large population of black students. And so that goes to what the great senator from Santa Clarita was talking about, fixing failing schools. That is what this bill would allow. This bill does not state give money to black students or Asian students or Hispanic students. It talks about being able to recognize that certain schools and certain areas may have more need based on race. So let's give that area, that school more, not specifically for individual students, but for that entire school. Now, I am a little older. I was a California resident prior to Prop 209. And in my school, there was an issue with black, actually in the district, there was an issue with black male achievement. And so at that time, the San Diego Unified School District was able to have pupil advocates for black males that they put in for schools that had issues with black male achievement to help serve as mentorships. But they didn't just serve as mentorships only for black boys. They served as mentorships for the entire school, for every single student at that school. Everyone benefited. I benefited. The black male pupil advocate at my school became a second father to me, became the coach for my NSBE team, and took us on across the world competing in science competitions. And I'm not a black male. So this isn't about providing it for individual students. It's being able to provide resources and certain needs where you see a higher proportion of students based on what they actually need. This allows for California to utilize every tool in its toolbox to finally start dealing with things that we have not dealt with for generations. I really want to thank also the senators from Santa Bernardo and Pasadena, because you brought up a very important point. You cannot claim to represent or to look out for an entire group of people when you're not able to see their individual needs. As you notice, the Asian community is very diverse. in what is considered Asian, and what they need. And when you're not able to specifically look and say that Vietnamese students, Hmong students, Filipino students, Chinese students, are different, then you're not serving your entire community. ACA 7 would allow for individuals to do that, our state to do that, and respectfully ask for an aye vote. Thank you.

We've all seen the rise of retail and property theft across the state, particularly organized retail theft targeting high-value, easily resold items like gold, jewelry, Rolex watches. California pawnbrokers are proud of their efforts to curtail the dissemination of stolen property. That's because as licensed second-hand dealers, pawnbrokers require that the customer provide a fingerprint, show a valid ID, and submit personal identifying information that can be stored in their software system in case law enforcement comes looking for stolen property. AB 2633 clarifies existing law to ensure that individuals and businesses purchasing gold from the public are classified as second dealers and are subject to all applicable licensing reporting and holding requirements under state law. These tools allow individuals to detect risks early, pursue preventative care, and make informed medical decisions. As emphasized by the AMA, it often reflects only a possibility and not a diagnosis. Many genetic markers indicate risk but may never materialize. In many cases, the science is still evolving or correlational, not causational. California already limits what insurers can use when fairness demands, and such as prohibiting using characteristics like race or sexual orientation, even if statistically relevant because civil rights outweigh purely actuarial considerations. This bill prohibits insurers from seeking or using genetic information that individuals obtain on their own, ensuring that consumers remain in control of their deeply personal data they choose to explore for their own health. It does not prevent insurers from accessing medical history or asking about family history. In 2022, we enacted the age-appropriate design code, AADC, first in the nation, bipartisan bill, intended to protect children's privacy, safety, and well-being, and online and in digital spaces that they were likely to access. Many years later, many elements of the bill remained in litigation. We continue to believe that without guardrails, children face a number of adverse impacts, including bullying, mental health challenges, and addictive behaviors. The bill, in this current form, takes a look at both removing and narrowing the bill to address concerns under judicial review in the Ninth Circuit, specifically a path for the bill to enact several additional protections including offering privacy and safety protections by default, disabling profiling, prohibiting the collection or retention of children's personal information, protecting the collection of any precise geo-location information by default, and preventing the use of dark patterns, in other words, manipulative designs to lead or encourage consumers to provide personal information beyond what is necessary to access the required service. this bill is an important step toward addressing challenges we continue to face. This bill addresses in two different ways the challenges with permitting and constructing worthwhile projects along California's coast. First, it narrowly addresses one of the many hurdles facing the Venice Dell Community Housing Project, a 100% affordable housing development on what is currently a parking lot 800 feet from the coastline in the Venice Beach neighborhood of Los Angeles Specifically the language retroactively extends for five years The Coastal Commission's authority to give a local government more time to act on modifications to a land use plan, which specifically authorizes the approval of a 100 percent affordable housing project. And I just want to take a moment to say before I was elected to this office and came to this building, I had the pleasure of working as a consultant for LA Forward and to direct work on the Venestel community housing project. This is a 100% affordable housing project that has struggled through the pipeline in the city of Los Angeles for years, for years. And it is absolutely egregious that it has still not yet been approved. And there has not been ground broken so that we could build affordable housing in an area that desperately needs it. Everybody knows there has been a homelessness crisis that has plagued our communities, especially in Los Angeles and especially in communities like Venice. this is exactly how we solve and get to the root of the problem. Second, it directs the Natural Resources Agency to convene a coastal resilience permitting working group who will meet to develop a roadmap for projects proposed along California's coast and in the San Francisco Bay. This will set California on a path that will lead to actionable recommendations that could improve permit issuance timelines, align mitigation requirements, accelerate permitting, and assess how to recruit and retain essential permitting staff. AB 2051 does not provide a glide path for Venice's Delta to break ground, and it does not weaken any environmental protections along our coastline. The bill enjoys widespread support from dozens of coastal protection groups and affordable housing advocates, and it has garnered bipartisan support in both houses of the legislature. In the Assembly, we took amendments to clarify that the bill does not apply to cities, counties, or public entities. but to individuals. It clarifies that SB 747 does not expand liability for state and local officials beyond what federal law already permits, which was always our intent, eliminates the award of expert fees and makes various other clarifying and technical changes. Again, SB 747 will end the impunity and will protect our constituents. I ask for an aye vote.

These are out-of-school programs that offer activities and learning on a culture, tradition, or language. Many students attend them as an after-school program or on the weekends. The problem is the minimum age to participate in these programs is four years old and nine months, out of recognition that most students begin kindergarten as they approach five. But with the rollout of TK, which is a wonderful advance for our state, we did not think about this particular problem. And so now all four-year-old children are eligible to attend school during the day. So under current law, most TK students are ineligible to enroll in these after-school programs. This bill addresses this problem. It's a support-to-support bill, and I respect for your ask for that vote.

today in respectful opposition to this bill, and I want to express at the outset that I have the utmost respect for the author of this bill and also for the sponsors of this bill. And I understand that this is a delicate balance around how to manage a modern workplace in a post-COVID environment. But I think it's important to recognize what we're doing with this bill and the substantial impact of it, because we are, with this bill, changing the presumption about whether state workers are in the office or are teleworking. And I just, I have the bill in front of me and permission to read briefly. Without objection. Okay. It says at the beginning, what we are stating in this bill is that it is the intent of the legislature to encourage teleworking by state employees. So we are stating that as the intent is to encourage teleworking. And then when you move to the part, the meat of the bill, it says that each state agency needs to develop a telework plan and that if people are not going to be in the office or I'm sorry if people need to be in the office then the state agency needs to provide a detailed written justification for that and to me it's really important that we recognize that we are shifting the presumption about where our state workers will be so that all of our agencies are going to have to justify why people would be in the office and when you think when you look at our agencies we have over 200,000 state workers and our agencies, the largest one by employees, is CDCR, Department of Corrections. We have Cal Fire, Caltrans, CHP, EDD. I think the decision making about how those agencies are run should be determined by the department heads and, of course, in collaboration with the workers in the negotiation process that happens through labor negotiations. I also want to recognize that we had a tremendous upheaval and difficulty around remote classrooms. So when kids went home, it was one of the most difficult things that happened during COVID-19. And this is not just kids in K through 12, but also our college level kids who are young adults. And there was a collective belief that people are better off when they're around other humans. And it's because kids learn better in school, but also because they're socialized and they meet people and they have interactions. And there are sparks that happen when you are around other people that are not there when you are isolated at home And I would like to refer to this study from BBC Science which happened to come through my feed this morning and its headline is A Study of 500 Americans Just Revealed a Surprising Truth About Working from Home And so I think we recognize the tremendous benefits of working from home for many people and the need for flexibility in working from home. But the reality is that, this is one of the quotes in here, is that people think that remote work will improve their mental health, but it substantially increases isolation and worsens mental health. And so for some people, and how did they figure out what people's mental health was? It's both self-reported mental distress, also the number of appointments with mental health professionals, and prescriptions all increased more steeply for remote workers. So I'm very sympathetic to the reality that people and workplaces need to accommodate what it is that that agency and that workplace is trying to accomplish, whether it's law or accounting or schools, whatever the specifics are. And we should be working with workers to accommodate and be flexible and allow people to work from home when needed. But to change the presumption about our work, that in the state of California for more than 200,000 people, it's the intent of the legislature to encourage telework and that in order for departments, state agencies, to actually have people working in the office, they have to justify that because it's no longer the default. This is a very big decision we're making here in the legislature. And we're sending it to the governor. Of course, we don't know what will happen from there, but it's our collective responsibility to send things that we think are the right policy for the state of California. So with all due respect to the author and the sponsors of this bill, I just really want to urge that I think this is going too far. If this bill said that it was the intent of the legislature to encourage flexibility in the workplace, to work with workers individually on their circumstances to meet the needs of both productivity and mental health in a modern workplace, I would feel 100% comfortable with this. But the reality is that what it says is that it's the intent of the legislature to encourage teleworking by state employees. And I don't know if that's something that we as a legislature should really be saying, that we want to encourage teleworking as the default and the standard. So unfortunately, I'm not able to support this bill. I have talked to the author multiple times about this. I know that he's very aware of my feelings about this. And I encourage all of you to think about what kind of workplace you think we should be having and what the standards are, what should be the default that you have to prove against versus what is the thing that happens automatically when deciding how to vote on this bill. Thank you.

Thank you very much. deep regard to the senator from Encinitas and her thoughtful contributions to this dialogue. But with all due respect, the majority of these workers are right here in Sacramento, and state workers are the backbone of every decision we make on this floor, every decision we make in this building. Everything that you want to implement happens because state workers show up day after day to help us serve the people of this great state. Through our own state tracking, We have to acknowledge that this bill, AB 1729, should it be signed and implemented, would save our state money. It would save on office leases and parking. It would save and reduce commute times and vehicle emissions. It would maintain and improve productivity and it would improve worker recruitment and retention It would give opportunities to people who have varying abilities across our state but want deeply to contribute by being members of our workforce I'm here to tell you that the people of this region who are primarily impacted by this bill want it to pass, which is why I am standing up as their senator and asking you for an aye vote.

AB 690 promotes equal protection under the law and public safety. The current system is severely underfunded. It creates an uneven patchwork of legal representation and denies far too many low-income Californians equal access to justice.

Senator Strickland. Thank you. Mr. President, members, my history says you don't study anything that you don't plan on passing moving forward, and yet this is another attack on those folks who drive automobiles in the state of California. It would fall disproportionately on many of our suburban and rural areas across the state of California and it's a goal of the majority party to force people out of their cars and try to tax them and make it so unbearable from gas prices, the car registration, now vehicle miles tax. You know, I will tell you, California is not buying what you're selling and again what ends up happening is more and more people leave the state of California because of laws like this and so for those reasons I asked for a no vote on AB 2015 vehicle miles tax is now again going to hurt rural and suburban California because you have this utopia that everybody is going to be in an urban center with no cars and drive bikes everywhere last time I checked no one drove a bike to the grocery store to pick up groceries For those reasons, I ask for a no vote.

Thank you, Mr. President. You know, this is not about the gas tax. This is about a study to look at the impact of these apps on existing roadways and state highways. And as I noted, there are local restrictions, including speed limits around schools and around senior homes. And oftentimes these apps don't take into consideration those considerations. We have an issue on our roads of impaired driving and speeding, which is affecting the safety of our communities throughout California. We need to align technology with the rules of the road and make sure we're optimizing it to make sure we are making transportation efficient, while also balancing public safety and the considerations of each community. I respectfully ask for neither.

Victims of human trafficking can be of any age, sex, race, immigration status, and may experience housing instability, lack familial support, or are naive to exploitative situations, making them extremely vulnerable. In college, traffickers prey on students on campus, at parties, online, and at local bars. It is critical that California's higher education institutions, their faculty, and their students recognize the potential risk, behavior, and response measures that prevent further sex exploitation. AB 1845 strengthens Title IX by updating sexual harassment training for employees to include human trafficking and requires employees to receive training annually, ensuring campus officials include human trafficking-related crimes when compiling records of crimes on campus, constructing written agreements with law enforcement clarifying human trafficking investigation responsibilities adopting policies concerning incidents of human trafficking a statement that trafficking is a state and federal crime and physical signs that may indicate trafficking is occurring This bill is supported by the California Survivor Coalition, American Association of University Women, and the Lieutenant Governor. I'm pleased to present Assembly Bill 2433, the Affordable Homeownership Bonus Law by Assemblymember Alvarez This bill modernizes and strengthens California most successful housing tool our density bonus law This bill is a significant change to our law It provides additional incentives or projects that include deed restricted affordable units that California families can purchase Not just rent. I strongly support rental housing as I know we all do But we must also incentivize the construction of homes that families can buy and own that is the California dream It is a dream that has become increasingly out of reach for so many Californians, including myself. And according to the California Association of Realtors, over 70% of California families cannot afford to buy a typical condo or townhome. And according to a recent UC Berkeley study, the average Californian doesn't become a homeowner until the age of 49. A yes vote on AB 2433 is a vote to help improve those statistics, to expand opportunity to homeownership into the California dream for so many Californians. Amendments adopted on August 10th were clarifying in nature proposed by the administration. Strongly urge an aye vote on AB 2433.

Importantly, AB 387 does not require a facility to purchase or install an AED. But when a facility has an AED, the bill helps ensure that youth sports organizations can access that device during permitted practices and games. Senator Grovey are recognized Thank you Madam President I too rise in support of this bill AB 2664 I love that it protects all houses of worship I was at a Christian church, and because they didn't like what was going on during COVID, they came and they protested the church, and they immediately started attacking a man walking from the car with his son. And this man was bald, and this son was bald. They both had shaved heads. and they assumed the very worst about these people. They broke the windows in their car. They chased them into the church. And after it was all over, somebody finally went up in front of them and said, that man has cancer, and that son shaved his head in support of his dad. So to go to church and to be able to walk freely into the building where you choose to worship is extraordinarily important. And, you know, not to throw something negative into the mix, but there's a 100-yard buffer around a Planned Parenthood. There should be a 100-yard buffer around churches so that we can freely worship like the Constitution allows. Respectfully ask for an aye vote.

Thank you, Madam President. On behalf of Assemblymember Bayer-Cahan, I rise to present AB 2631, which protects digital information by preventing California-based corporations from being compelled to disclose records related to First Amendment-protected activities. The First Amendment's protection of free speech and anonymous political expression is not merely an abstract legal principle. It is the foundation of a functioning democracy. However, this tradition is being tested. Most recently, federal administrative subpoenas have been sent to tech companies in an attempt to obtain the user's information and identity. These subpoenas do not require a court order review and they do not need to be complied with, but they have the chilling effect of censoring protected speech. While some tech companies have responded, others are unsure of how to act and there is no clear statutory basis on which they can rely. AB 2631 solves this issue by clarifying that California-based companies should not release information when those records relate to First Amendment activities. I respectfully ask for your aye vote.

Members, these amendments create a dedicated fund for Proposition 36, so future dollars cannot simply be folded into unrealistic public safety programs and call Prop 36 funding. It declares intent to fully fund Prop 36 with funds dispersed for county behavioral health department services, supporting community intervention and offsetting incarceration costs, services provided by county probation departments, and supporting our county administrative costs. members prop 36 remind you that it was passed by 70% of the vote across the state of California and all 58 counties said that they want to give law enforcement the tools they need to keep us safe we have not met up to the challenge of what our voters wanted us to do in prop 36 and fully funded moving forward the most essential role of government is public safety and I can't recall the last initiative that passed all 58 counties in the affirmative and so for those reasons I ask for the support for these amendments to fully

Thank you, Madam President. I rise to present AB 1575 on behalf of Assemblymember Dr. Arambula. The Lanternment Act was a landmark law in California guaranteeing rights and services for people with intellectual and developmental disabilities. Prior to its passage, the IDD community was often subjected to overcrowded state hospitals and institutions without access to education, socialization, or the opportunity to receive care and services at home. By ensuring the state's responsibility to care for persons with developmental disabilities, the Act changed the landscape of disability services. In California, I went a long way in lessening the associated stigma. AB 1575 continues this arc of progress by updating the Lanterman Act to ensure consistent use of person-first language, emphasizing each person's humanity, and moving away from stigmatizing language. I respectfully ask for your aye vote.

Madam President, being involved in the IDD community since I got here and actually being participating in closing down the developmental centers, which were just atrocious and moving many to the community. I support this bill and respectfully ask for an aye vote because there was a different name for these individuals when I was growing up, and that name changed to developmentally disabled. And so I think this is an appropriate advance forward to create a higher level of dignity in this community respectfully. Again, I ask for an aye vote.

Thank you, Madam President. I'm presenting Assemblymember Dr. Arambula's bill 1600 related to farm worker communities and disadvantaged communities, a bill that I am proud to co-author. Disadvantaged community designation represents one of the most significant ways that a community can qualify for California climate investments, which direct 35% of funding to those facing disproportionate pollution burdens and socioeconomic vulnerabilities. Even though these are challenges that farmworker communities are known to face, they have been underidentified as disadvantaged communities. To resolve this gap, AB 1600 directs CalEPA and OEHHA to identify barriers low-income communities of farmworkers may face in accessing climate investment opportunities, evaluate whether disadvantaged community designation would expand funding for these communities, and develop a strategy for engaging farm worker communities throughout this process. Ultimately, this bill presents a targeted solution to ensure more equitable access to climate investments. I respectfully ask for your aye vote.

Thank you, Madam President and colleagues. AB 2294 designates as April 14th is Sylvia Mendez Day. As many of you know, the Mendez family sued Westminster back in the 1950 era. The reason they sued Westminster was because at that point schools were segregated by race and ethnicity. They sued. The case went to the California Supreme Court. The California Supreme Court basically established the precedent to Brown v. Board of Education, and thus it is appropriate for the state to recognize Sylvia Mendez, who is the daughter of the Mendez family that filed the original lawsuit. I urge an aye vote.

Senator Gonzalez. Thank you, Madam President. I rise today to present AB 1633 on behalf of Assemblymember Haney which imposes a 25 tax on the gross income of private companies operating detention facilities in California California currently has eight immigration detention facilities holding over 6 people in custody many of which are children, and which are operated by for-profit private companies. These private detention facilities have a long and well-documented record of dangerous conditions, including inadequate medical care, health and safety violations, overcrowding, and inhumane living conditions. Six people have died while detained in California immigration detention facilities between September 2025 and March 2026. At the same time, private companies continue to make hundreds of millions of dollars every year off detaining Californians and separating California families and children. AB 1633 is rooted in a simple principle. private corporations should not be able to profit from detention of children and families in California and should be held accountable for the harm caused to these families and communities. Revenue generated by the bill will be deposited into the Due Process for All Fund and upon appropriation by the legislature used for immigration-related services. In this bill, AB 1633 will hold private companies accountable once and for all. Thank you for your aye vote on AB 1633.

Senate Bill 2598 by Senate Member Crowell in equating to health care facilities.

I want you to imagine for a moment that a family member that lives in the same region for you, you've lost contact with for days or potentially for weeks or even months, and you go to check with law enforcement, potentially to file missing persons reports, and they get back to you and say, oh, your grandmother, your uncle, they died two months ago, three months ago, three and a half years ago, but the health facility that they were in did not report it. This is a scandal that was revealed here by KCR News, KCRA News in Sacramento, but it involves hundreds and hundreds of cases of health facilities not notifying next of kin when a family member dies. There are existing laws It's seem to require this, but they are in the probate code and cannot be enforced by the California Department of Health. This legislation sets forth strict requirements for facilities to notify next of kin and to assure that the family has closure and information and their family members are not in cold storage for weeks, months, awaiting reunification with their loved ones. I respectfully ask for an aye vote.
