Thank you, Madam Chair. Senate Bill 1410, sponsored by Senator Phillips Hill, would establish the Commonwealth Party Procurement Contract Terms Act. the bill would prohibit Commonwealth parties and local agencies from agreeing to certain provisions in procurement-related contracts for the procurement or disposal of supplies, services, construction, or for the licensing, access, exchange, or use of information software or information technology. The provisions prohibit indemnification binding arbitration out venues unauthorized fees and interests and terms that conflict with state or federal law Under the bill any prohibited provision would be void and unenforceable while the remainder of the contract would remain valid The bill would apply to covered contracts and agreements entered into, amended, or renewed on or after the effective date, which would be 60 days after enactment.
The chair is prepared to recognize a prime sponsor, Senator Phillips Hill, who is not with us this morning. and there is further discussion by Chair Roy, recognizing Chair Roy.
Thank you, Madam Chair. This is a good bill. It passed unanimously in the Senate. I think that will be the case here. All the Republicans will be yes.
Okay. So those in favor of reporting the bill, are there any other discussion? Okay. Those in favor of reporting the bill will vote yes. Those opposed no. All Republicans being yes. All Democrats will be yes. and the bill will be reported as committed. Seeing no further business, I move that the State Government Committee be adjourned.
