Mr. President, I rise in support today of Senate Bill No. 1235, a measure that I have sponsored to ensure a seamless transition when a vacancy occurs on the Pennsylvania Parole Board. The Parole Board serves a vital role in the safety of our communities. Its nine members, who serve 6-year terms, are charged with the responsibility of granting or revoking parole to certain inmates of the Department of Corrections, a decision holding profound implications for the safety of our communities. Under current statute, members of the board are permitted to serve up to 90 days beyond the expiration of their term until a successor qualifies. Our bill before us today extends that transitional period to 6 months, allowing the board to continue its important work and deliberations in the event of a delay in the confirmation process. I would like to thank the Parole Board chairman, Jim Fox, for recommending this policy change before us, and I ask my colleagues for an affirmative vote. Thank you, Mr. President. Mr. President, I rise today in support of Senate Bill No. 1259, a measure that I have co-sponsored with Senator Cappelletti. This bill was introduced to the Pennsylvania Supreme Court as a response to their decision in Toland v. Pennsylvania Board of Probation and Parole. There, the court held that Parole Board regulations, which designated internal deliberation records as privileged and confidential, were invalid unless the General Assembly had never delegated such authority to the board to promulgate such regulations. The intent of this legislation is to reverse the effects of that holding, ensuring that board records and the information contained in them are kept private, confidential, and privileged. Members of the Parole Board are entrusted with the tremendous responsibility of deciding whether or not to release an offender from their confinement. By its nature, such a decision holds profound implications to the safety of the public. It is crucial that documents and information in the possession of the Parole Board, which the board uses to conduct in its internal deliberations, be kept strictly confidential. This legislation that we have co-prime sponsored together strikes an important and appropriate balance between maintaining the confidentiality of Parole Board records while simultaneously providing the inmate with tangible feedback regarding why he or she may have been denied parole. I want to thank Senator Cappelletti; her executive director and legal counsel, Danielle Phillips; as well as my executive director and legal counsel, Ryan Shovlin, for their hard work and collaboration on this measure, and I urge an affirmative vote from our colleagues today. This amendment clarifies unequivocally the intent of the language of this bill and clarifies that to ensure that the actions as a result of this legislation respect the existing zoning regulations that have been adopted by a local municipality. And just to be unequivocally clear for this Chamber, for those who may be watching this that may not be clear on the intent of this legislation, this would only allow this type of development if there is a zoning ordinance in a local municipality if it complies with that. So, for example, if there is a municipality as an R-1 single-family dwelling classification, these types of facilities would not be permitted if it was in contravention. It is residential, clearly, and it respects the local zoning ordinances of the local municipalities, townships, et cetera. So, I ask for an affirmative vote for this amendment. The Chair recognizes the gentlewoman from York, Senator Keefer. Senator KEEFER. Mr. President, I rise today in support of Senate Bill No. 1287. This commonsense measure simply closes a procedural gap in Pennsylvania's Municipalities Planning Code. Current law already requires developers to provide evidence that adequate water service will be available for the proposed subdivision or land development. However, the law does not specify when the evidence must be submitted during this approval process. So, Senate Bill No. 1287 just addresses that issue by requiring applicants to present that evidence before the final subdivision development approval is actually granted. Importantly, the bill does not create any new requirements or change what constitutes acceptable evidence, it just simply ensures that the municipalities have the information they need before making their final decision on a development project. So, as we talk about projects and how much water they are going to consume, it is very important to have that evidence before the decision is made. By clarifying the process, the legislation promotes responsible growth, supports sound infrastructure planning, and helps ensure that reliable water service for the future residents and businesses is available. The Chair recognizes the gentleman from Beaver, Senator Vogel. Senator VOGEL. Mr. President, it is my pleasure to recognize the month of June as Dairy Month here in Pennsylvania, which is also the subject of Senate Resolution No. 320. Pennsylvania is home to nearly 4,500 dairy farms and 461,000 dairy cows. What is remarkable about this is that 93 percent of these farms are family owned, with many being handed down generation after generation. Not only that, but their dairy cows, of which these farmers take incredible pride in and care for, produce 10 billion pounds of milk annually, which is then processed and made available for our families to enjoy. As someone who has served in various capacities within agriculture, including being a past dairy farmer, I can tell you that farming is at the very heart of what our country was built on. The dairy industry is an integral segment of agribusiness in our everyday lives and must be supported. Beyond the nutritional benefits of milk and other dairy products, dairy provides so much more to Pennsylvanians. Dairy is a topperforming agricultural industry in our Commonwealth, generating nearly $11.1 billion in economic revenue and supporting 46,000 jobs statewide. These jobs reach beyond the farmer and range widely from veterinarians to nutritionists to agronomists to accountants, just to name a few. The industry's valuable contributions and infusion of revenue are able to assist our State, local, and rural economies and help sustain this vital industry for future generations to take the reins. We commend these hardworking dairy farmers, their families, and all who work tirelessly 365 days a year to make this industry a success, many of whom often face adversities far outside their realm of control. Mr. President, I ask my colleagues to join me in recognizing this vital and dedicated industry as we celebrate June as Dairy Month. I also encourage everyone to attend our Dairy Month press conference tomorrow at 9:30 in the East Wing Rotunda. Thank you, Mr. President.

(Pursuant to Senate Rule 10(e), the following prepared remarks were made part of the record at the request of the gentleman from Allegheny, Senator COSTA, on behalf of the gentlewoman from Philadelphia, Senator TARTAGLIONE:) Mr. President, I rise today because it has been 7,269 days since Pennsylvania last raised the minimum wage. For decades, I have stood on this floor fighting for workers, and, today, I rise again because Pennsylvania workers deserve better than $7.25 an hour. The purchasing power of our minimum wage has eroded by more than 30 percent since 2009, yet hundreds of thousands of Pennsylvanians are still expected to survive on wages that do not even come close to covering basic living expenses. Senate Bill No. 19 would raise the minimum wage to $15 an hour and finally give working families a chance to catch up after years of falling behind. The House has passed a bill that will gradually get us to $15 an hour by 2029. I do not need this Chamber to pass my bill; I just need them to pass something, because while we do nothing, Pennsylvania's working families are suffering. Higher wages reduce reliance on public assistance programs, lower Medicaid costs, and generate additional State revenue. And while Pennsylvania continues to delay action, national leaders are now debating a pathway to a $25 Federal minimum wage. Think about how far behind we are. Mr. President, the House has acted; the Governor has acted; the public supports action. Now, the Senate must do its job. The upcoming budget deadline gives us an opportunity to finally deliver meaningful relief to working Pennsylvanians. We cannot continue asking workers to JUNE 2, do more with less while corporate profits continue reaching record highs. Pennsylvania workers have waited long enough. Thank you, Mr. President.
The Chair recognizes the gentlewoman from Northumberland, Senator Culver. Senator CULVER. Mr. President, I rise today to recognize June 2, 2026, as Cancer Action Day in Pennsylvania. Today, volunteers from the American Cancer Society [Cancer] Action Network and their partners are at the Capitol advocating for policies that support cancer prevention, early detection, access to screenings, and quality healthcare. Their advocacy is important, because cancer continues to affect families in every community across our Commonwealth. Over the past 30 years, the risk of dying from cancer has steadily declined largely because of smoking cessation, early cancer detection, and advances in treatment and precision medicine. That progress matters, but there is still much more work to do. According to the American Cancer Society, more than 2.1 million new cancer cases are expected in the United States in 2026, and more than 626,000 people are projected to lose their lives to cancer this year. Here in Pennsylvania, that impact remains deeply felt. Pennsylvania's cancer incidence and mortality rates continue to be higher than the national averages. This year, an estimated 90,250 Pennsylvanians are expected to face a new cancer diagnosis and an estimated 27,630 Commonwealth residents are expected to lose their lives to this disease. In Pennsylvania, the five most common new cancer cases estimated for 2026 are breast cancer, prostate cancer, lung and bronchus cancer, colorectal cancer, and urinary bladder cancer. Many cancers are often preventable, and early detection and treatment remain critically important. Cancer does not always cause symptoms in its early stages, and many cancers occur in people with no family history. That is why access to screenings, prevention programs, and timely care is so important. In recent years, this legislature has taken meaningful steps to help remove barriers and have cancer prevention, detection, and treatment across Pennsylvania. Cancer Action Day gives us an opportunity to continue that work, recognize the advocates who are here today, and honor all Pennsylvanians who have been impacted by cancer. To the volunteers and partners, thank you for sharing your stories, your time, and your voices. Your advocacy helps remind us that behind every statistic is a person, a family, and a community affected by this disease. Mr. President, I ask my colleagues to join me in recognizing June 2, 2026, as Cancer Action Day in Pennsylvania and in honoring all those who devote their lives to fighting cancer.
