Senator Huffman. Senator Lang. Thank you very much. Members, we have a quorum present, so we'll proceed as a full committee. Please review the minutes for the May 12th meeting on your iPads. We're going to switch the order of things this morning and go right to House Bill 292 for its third hearing. And I am motioning to adopt Substitute Bill 136-3073-3. This substitute bill for the committees and for the folks watching was worked on by the Senate caucus and staff and sponsors to adjust the funding mechanism and streamline the organization of the commission The substitute bill removes the funding structure of interest on bonds from the state of Israel and instead makes a $5 million appropriation by the GRF. The Ohio Defense Space Advisory Commission puts it under the Ohio Department of Development and cuts the advisory board from 18 members to 9 members, requiring that they meet at least 6 times per year. Are there any questions or comments about the substitute? Hearing no objection, the substitute bill is approved, becomes a working copy of the bill, and this will conclude the third hearing. on now substitute House Bill 292. The next order for business is to call Senate Bill 331 for its first hearing I recognize Senator Blackshear for a motion
